The Wichita Falls Arts Commission met at noon on September 25
at the Activities Center with the following members attending:

Others attending included those representing organizations requesting
funding plus Martha Steimel of Times Publishing Company and Don
Burkman of the Activities Center.
The meeting was called to order by the Chairman Henry Dvorken.
The minutes of the previous meeting were approved as mailed.
Chairman Dvorken briefly explained a communication he had received
from the City Council. The Commission has been instructed to
proceed with its work under the assumption that we have no
guarantee of funds, (zero based funding) . However, we can anticipate
that approximately $40, 000 will be available for Arts Commission
recommended projects. There is a possibility of additional funds ,
but again no guarantees . Chairman Dvorken reminded the Commission
members that they may vote to not fund a proposal, fund it fully
or fund it for less than the total amount requested.
Representatives from the requesting organizations were invited to
attend this meeting. They were asked to briefly explain their
proposals and answer any questions. The speakers and the
organizations represented are:

Chairman Dvorken thanked the guest speakers and called for a five
minute break. The Commission reconvened to consider the merits of
the individual proposals . The Chairman called for discussion and
then a vote, whether or not each project should be funded.
The decision was made by simple majority. A yes vote signifying
funding and a no vote signifying no allocation of funds. The
following decisions were made :

A discussion of the procedure for deciding the dollar amount to be
funded took place. David Murray read the previously adopted
procedure for this decision making process . Commission members
made their own ballots by numbering 1 through 8 on a sheet of
paper, listing the funds requested by each organization and then
individually writing in the amount they recommended. The ballots
were collected and tabulated with the amounts averaged to determine
the funding. The following results were certified by the Chairman.

Last year the YWCA received $2400 for use by the Childrents Theatre
of Texas . The proposed production did not take place.After discussion
it was decided that this money should be returned.
There being no further business , the meeting was adjourned.
