Arts Commission Minutes - 09/25/1984 y L MINUTES Wichita Falls-Arts Commission _ September:_25_, 1981� The Wichita Falls Arts Commission met at noon on September 25 at the Activities Center with the following members attending: Earnestine Broyles At-Large Appointee Thomas Crossnoe Midwestern St. University June Kable Wichita Falls Symphony Orchestra David Murray Wichita Falls Museum and Art Center Ray Breault At-Large Appointee Bettye Hansen Wichita Falls Art Assoc. Lynn Marshall At-Large Appointee Troy Jensen At-Large Appointee Betty Wagner Civic Chorus of Greater W.F. Area Eva Neal (for Roy Alamon) Midtown Fine Arts League Henry Dvorken Chairman , Wichita Ballet Theatre Cathryn Whaling At-Large Appointee Shirley Mathews At-Large Appointee Bob Arnold Backdoor Theatre Pat Bradley At-Large Appointee Others attending included those representing organizations requesting funding plus Martha Steimel of Times Publishing Company and Don Burkman of the Activities Center. The meeting was called to order by the Chairman Henry Dvorken. The minutes of the previous meeting were approved as mailed. Chairman Dvorken briefly explained a communication he had received from the City Council. The Commission has been instructed to proceed with its work under the assumption that we have no guarantee of funds, (zero based funding) . However, we can anticipate that approximately $40, 000 will be available for Arts Commission recommended projects. There is a possibility of additional funds , but again no guarantees . Chairman Dvorken reminded the Commission members that they may vote to not fund a proposal, fund it fully or fund it for less than the total amount requested. Representatives from the requesting organizations were invited to attend this meeting. They were asked to briefly explain their proposals and answer any questions. Washington Alumni Wichita Falls Arts Commission September 25, 1984 Page 2 Candy Whetson Childrens Theatre of Texas Larry Lambert Downtown Kiwanis Club Eva Hill Midtown Fine Arts League Don Burkman Wichita County Heritage Society Chairman Dvorken thanked the guest speakers and called for a five minute break. The Commission reconvened to consider the merits of the individual proposals . The Chairman called for discussion and then a vote, whether or not each project should be funded. The decision was made by simple majority. A yes vote signifying funding and a no vote signifying no allocation of funds. The following decisions were made : Wichita Falls Art Assoc . No WF County Heritage Society No Civic Chorus Yes WF Fire and Police Museum Yes Museum and Art Center No A discussion of the procedure for deciding the dollar amount to be funded took place. David Murray read the previously adopted procedure for this decision making process . Commission members made their own ballots by numbering 1 through 8 on a sheet of paper, listing the funds requested by each organization and then individually writing in the amount they recommended. The ballots were collected and tabulated with the amounts averaged to determine the funding. The following results were certified by the Chairman. Wichita Falls Arts Commission September 25 , 1984 Page 3 Last year the YWCA received $2400 for use by the Childrents Theatre of Texas . The proposed production did not take place.After discussion it was decided that this money should be returned. There being no further business , the meeting was adjourned. Guest & Associate Artist Funding for professional Program services in production of ($7,650.00) musical theatre. 2. Ballet Theatre Acquisition of Permanent Funds to purchase professional Sound Equipment theatrical equipment. ($3,950.00) 3. Embroiderer's Guild Textile Preservation at Preservation of extensive of America Kell House collection of art textiles and laces. ($6,922.77) 4. Kell House - Heritage Restoration of Reproducing Restore grand piano and its Society Grand Player Piano Ampico reproducing unit to original playing condition. ($7,160.00) This is becoming a rare musical instrument. 5. Midtown Fine Arts League Annual Guest Artist Exhibit Exhibition of works of two artists from southwest as ($1 ,380.00) part of League's annual projects for Wichita Falls community. 6. MSU Dept of Art Visiting Artist Program Supplement funding needed to improve visiting artist program ($2,000.00) 7. Red River Lyric Theatre Orchestra fee support, Funds needed to help defray 1984 Season orchestra expenses. Orchestra ($7,500.00) is essential to quality of of whatever production Theatre is committed. 8. YWCA "Children's Theatre Children's Theatre of Texas Partial funding needed to of Texas" Annual Major Production product musical casting youth ages 8 - 15, as a ($2,025.00) source of education and self- improvement as well as knowledge of theatrical skills.
