Arts Commission Minutes - 09/18/1984 MINUTES Wichita Falls Arts Commission September 18, 1984 The Wichita Falls Arts Commission met at noon on September 18 at the Activities Center with the following people attending : Earnestine Broyles At-Large Appointee Thomas Crossnoe Midwestern St. University June Kable Wichita Falls Symphony Orchestra David Murray Wichita Falls Museum and Art Center Ray Breault At-Large Appointee Bettye Hansen Wichita Falls Art Assoc. Area Eva Neal (for Roy Alamon) Midtown Fine Arts League Henry Dvorken Chairman, WF Ballet Theatre Cathryn Whaling At-Large Apointee Shirley Mathews At-Large Appointee Pat Bradley At-Large Appointee Martha Steimel Times Publishing Company Don Burkman Aud/Activities Center The meeting was called to order by the Chairman Henry Dvorken. The minutes of the previous meeting had been read and approved. Chairman Dvorken reported the results of his appearance earlier in the day before the Wichita Falls City Council. Although Chairman Dvorken did not receive a guarantee from the Council, there seems to be a possibility of additional funds over and above the $40, 000 ear-marked for Arts Commission recommendations. D. Burkman delievered a report from the grants screening committee. The committee checked each proposal for format, thoroughness and mathematical accuracy. If errors were found, organizations were contacted and the necessary corrections requested. The corrections were distributed to commission members. Chairman Dvorken called for discussion of the merits of individual proposals . J.Kable requested clarification of the goals, objectives and boundaries set for the Commission. Chairman Dvorken reviewed the history and the nature of funding. He also described efforts made during the summer to encourage area non-profit organizations to make requests through the Commission. These efforts resulted in an increase in both the number of requests and the total dollar amount requested. Chairman Devorken called for discussion of specifics relating to the grants and a vote on suitability for funding. Several members expressed concern regarding a deviation from previous custom which had allowed each organization to send a repre- sentative to fully explain their proposal and to answer any questions . • Wichita Falls Arts Commission Minutes '► September 18, 1984 Page 2 It was suggested that in order to avoid misinterpretation of a proposal, that each organization should be , ven its "day in court" before any voting took place. A motion was made by D. Murray and seconded by E. Broyles that voting should be postponed until the next meeting following presentations by the requesting organizations. D. Burkman will send a letter inviting each organization to the meeting on September 25 to briefly explain their request and to answer any questions. Members requested follow-up information on projects previously funded through the Arts Commission. Also requested was a spread sheet listing organizations and the amount of money received in previous years. Both items will be supplied by D. Burkman. A brief discussion of the broad nature of the Arts Commission mandate took place. The commission will meet again at noon on September 25, at the Activities Center to consider each grant , whether funding is desired, and if so, what dollar amount should be recommended.
