Arts Commission Minutes - 10/03/1983 MINUTES OF WICHITA FALLS ARTS COMMISSION OCTOBER 3 , 1983 The Wichita Falls Arts Commission met in regular session at noon on October 3, 1983, at the Activities Center. Broyles At Large *Cathryn Whaling At Large Howard Morris City Council Liaison Don Burkman Auditorium/Activities Center *Dorcas Chapman At Large *Don Maxwell MSU Music Department In the absence of the Chairman (Murray) and Vice Chairman (Jensen) , the meeting was called to order by the Secretary, Wagner. A quorum was declared present by the Chairman Protem Wagner. It was moved and seconded by Arnold and Dvorken that the minutes'as mailed be .approved SUBJECT TO FOLLOWING CORRECTION: The estimated cost of the die from which the bronze historical marker will be cast is $300 rather than $150. (Copy of corrected minutes attached.) Grant requests for 1983-84 total $38,587.77. Chairman Protem distributed ballots and voting instructions were outlined. It is understood that although Lyday has submitted her letter that she is unable to complete her term, formal appointment of Alamon has not been received by the Arts Commission. Therefore, Alamon has not been officially received as a qualified voter of the Arts Commission. e . Wichita Falls Arts Commission October 3, 1983 Page 2 In response to Bob Arnold's thoughts concerning the $7,500 limit that organiza- tions might apply for, and the procedures used in voting of allocated amounts, Chairman Protem requested that Arnold submit a written statement to Chairman Murray to be studied in such manner as he sees fit for future recommendations in these two areas. In connection with future allocations where the use of the funds might extend over an indefinite period (for instance, the Commission's recommendation that 1983's u n s p e n t$8,691.83 be allocated for the identification of Wichita Falls land- marks as designated by the City Council, a study which could extend for some time), it was the general consensus of the Commission that it receive a progress report from time to time. from the organization receiving such funds. An Ad Hoc Committee consisting of Henry Dvorken, Chairman, Ernestine Broyles and Cathryn Whaling was appointed to further study the concept of Tickets for the Arts with presentation to be made in time for consideration for funding in 1984. With regard to the $8,691.83 Medallion money, it was moved by Dvorken and. seconded by Chapman that the funds be placed -in a special account separate and apart from the funds appropriated through grant requests. Wichita Falls Arts Commission Minutes September 21, 1983 Page 2 ilea With reference to the $11,412.23 appropriated funds in excess of grant requests, z �''1 Chairman Murray observed, "There must be other organizations in the Community deserving of funds which can be allocated." Funds unspent from last year's allocation totaled $8,691.83. Murray announced that last year's unallocated funds must be returned to the General Fund unspent. To retain the funds, it had to be stated that they were being reserved for a future Arts Commission project. Pat Jones of the City's Design Review Commission proposed recognition of City land- marks representing significant facets of our city's history. Plaques designating these historical landmarks would be presented to the property owners for installation. These plaques would "contribute to the recognition of cultural assets in the Community and contribute towards tourism that other people will be able to identify" these properties. This recognition and identification would protect these properties from being destroyed without agreement of the City Commission. A picture of the local marker, designed by Norma Crane, was shown to the Commission members. The marker's estimated cost is $150?`' The die froip which the marker is run costs estimated $150. It appears that there are over 100 buildings in town that could qualify for a bronze medallion. (Two examples are Memorial Auditorium and the Kemp Public Library.) The installation cost would be in addition to the above sums. It was moved by Henry Dvorken and seconded by Arnold that the Committee recommend ( that the whole $8,691.83 be allocated for the identification of Wichita Falls landmarks as designated by the City Council. Motion carried. Chairman Murray was directed to write a letter to the Mayor and the City Council stating the the Arts Commission recommends that the .$8,691.83 be disbursed to this organization for this purpose. Dvorken recalled an idea concerning the allocation of funds in New York City to purchase $2 Tickets for the Arts. The $2 tickets are good for $4 toward purchase of tickets to various performances. Dvorken will research further on this project and report back to the Commission. Other innovative ideas are being sought by the .ti Commission. .The next meeting of the Commission will be Monday noon, October 3 at the Activities Center, Room 216.
