The Wichita Falls Arts Commission met in regular session at noon on
Wednesday, September 21, 1983, at the Activities Center. The following people
were in attendance:

Chairman Murray called the meeting to order at 12:16 P.M. declaring that a
two-third's majority voting membership was present. It was moved and seconded by
Henry Dvorken and Arnold respectively that the previous meeting's minutes be approved
as mailed.
Formal requests for grants which had been reviewed by the Screening Committee
were presented as follows:
1. Backdoor Players, Inc. Guest and Associate Artist Program $ 7,650.00
2. Ballet Theatre Acq. Permanent Sound Equipment 3,950.00
3. Embroiderer's Guild Textile Preservation at Kell House 6,922.77
4. Kell House - Heritage Soc.Restoration Reprod. Grand Player Piano 7,160.00
5. Midtown Fine Arts League Annual Guest Artist Exhibit 1,380.00
6. MSU Dept. of Art Visiting Artist Program 2,000.00
7. Red River Lyric Theatre Orchestra Fee Support, 1984 Season 7 ,500.00
8. YWCA "Children's Theatre Children's Theatre of Texas Annual 2,025.00
of Texas Major Production
Total Amount Requested: $38,587.77
Total Amount Available: $50,000.00
Following the presentations and an exchange of questions and answers between the
Commission members and those requesting grants, all but Commission members were
excused from the meeting. After further discussion, a majority vote was recorded
that the Commission accept above grant requests for further consideration for recom-
mendation to City Council for funding.
**It was noted that to officially receive Roy Alamon to the Commission replacing Gloria
Lyday who is unable to complete her term, it will he necessary for Lyday to write a
formal letter to the Mayor, resigning her position and recommending Alamon as her
replacement .

With reference to the $11,412.23 appropriated funds in excess of grant requests,
Chairman Murray observed, "There must be other organizations in the Community
deserving of funds which can be allocated." Funds unspent from last year's
allocation totaled $8,691.83. Murray announced that last year's unallocated funds must
be returned to the General Fund unspent. To retain the funds, it had to be stated that
they were being reserved for a future Arts Commission project.
Pat Jones of the City's Design Review Commission proposed recognition of City land—
marks representing significant facets of our city's history. Plaques designating
these historical landmarks would be presented to the property owners for installation.
These plaques would "contribute to the recognition of cultural assets in the
Community and contribute towards tourism that other people will be able to identify"
these properties. This recognition and identification would protect these properties
from being destroyed without agreement of the City Commission.
A picture of the local marker, designed by Norma Crane, was shown to the Commission
members. The marker's estimated cost is $150. The die from which the marker is
run costs estimated $150. It appears that there are over 100 buildings in town that
could qualify for a bronze medallion. (Two examples are Memorial Auditorium and the
Kemp Public Library.) The installation cost would be in addition to the above sums.
It was moved by Henry Dvorken and seconded by Arnold that the Committee recommend
that the whole $8,691.83 be allocated for the identification of Wichita Falls
landmarks as designated by the City Council. Motion carried. Chairman Murray was
directed to write a letter to the Mayor and the City Council stating the the Arts
Commission recommends that the $8,691.83 be disbursed to this organization for this
purpose.
Dvorken recalled an idea concerning the allocation of funds in New York City to
purchase $2 Tickets for the Arts. The $2 tickets are good for $4 toward purchase
of tickets to various performances. Dvorken will research further on this project
and report back to the Commission. Other innovative ideas are being sought by the
Commission.
The next meeting of the Commission will be Monday noon, October 3 at the Activities
Center, Room 216. The meeting adjourned at 2:05 P.M.
