WICHITA FALLS ARTS COMMISSION MEETING
February 24 , 1981
The Wichita Falls Arts Commission met in special
session at noon on February 24, 1981, at the Activities Center.
The purpose of the meeting was to review a report from the Grant
Application Screening Committee and to vote on allocation of
funds for pending grant applications . The following people were
in attendance:

Chairman Jerry Estes called the meeting to order and
Bob Arnold moved that the minutes of the February 17 , 1981,
meeting be approved as printed. The motion was seconded and
passed. Correspondence was received from Lou Kadane, Corres-
ponding Secretary of the Heritage Society, thanking the Commission
for their recent grant of $7 ,500 .00 .
Mr. Estes briefly reported to the Commission on his
recent attendance at the Board of Directors meeting of the Texas
Arts Alliance. He reported the funding problems faced by the
Texas Commission on the Arts .
The Grant Application Screening Committee, consisting
of Chairman Dr. Jennie L. Hindman, Saundra Heffington and Helen
Henry, recommended the following allocation of grant funds from
the $12,800 .00 held in reserve for the February 1, 1981, deadline:
Backdoor Theatre -- $6 ,437 .50 for lighting
and sound equipment for their dinner theatre;
MSU Department of Communication and Theatre --
$2,300 . 00 for expenses in connection with
American College Theatre Festival;
Red River Lyric Theatre -- $2 ,062. 50 for estab-
lishment of a summer musical theatre;
Wichita Falls Ballet Theatre -- $2 ,000.00 for
extra performance of "Souvenirs" for school
children.
The Wichita Falls Youth Chorale request of $7, 205.00
to defray travel expenses to the Vienna Music Festival was not
recommended by the Committee stating that tourism would be
better served in Wichita Falls than in Europe. Bob Arnold
moved that the Commission accept the report of the Screening
Committee. The motion was seconded and defeated. Therefore,
each grant request was voted individually by the Commission
with the following results (see Addendum attached) :
Bob Arnold moved that Backdoor Theatre be granted
partial grant funding of $6 ,437 .50 . The motion was seconded
and passed. Dr. Don Maxwell moved that the MSU Department of
Communication and Theatre be granted partial grant funding of
$2, 300 .00 . The motion was seconded and passed.
Dorcas Chapman moved that at the next regular Commission
meeting (March 17 , 1981) procedural guidelines be revised and
funding deadlines discussed. The motion was seconded and passed.
The meeting was adjourned at 1:35 p.m.
