WICHITA FALLS ARTS COMMISSION MEETING
June 17 , 1980
The Wichita Falls Arts Commission held its monthly
meeting at noon on June 17 , 1980 , at the Activities Center .
The following people were in attendance :

Minutes June 17 , 1980
Chairman Jerry Estes called the meeting to order
and Polly Cox moved that the minutes of May 20 be approved
as printed and mailed . The motion was seconded and passed .
Mr . Estes then read several items of correspondence which
pertained to the work of the Commission .
The Commission discussed the next regular meeting date .
Helen Henry moved that the Commission meet August 19, 1980 , at the
Activities Center . The motion was seconded and passed .
A grant application was presented to the Commis-
sion by Jim McCord and J .C. Boyd , from the Downtown Asso-
ciation requesting $11 , 880 . 00 to place Christmas lighting in
the downtown area. A grant application from New Song Con-
certs, Inc . , requesting $5 , 687 . 00 for a Christian Music
Festival was also presented to the Commission .
The Commission discussed fully the question of
whether the Downtown Association ' s request fell within the
Commission ' s guidelines. Following discussion , Pat Jones
moved that the Commission initiate a policy of immediately
denying non-qualifying grant applications. The Motion
was seconded and passed . Mrs . Jones also moved that the
Downtown Association be notified that its application does
not meet applicable guidelines for Commission consideration.

Minutes June 17 , 1980
Mr . Estes reported for the Centennial Project
Committee. The committee members are: Mr . Estes, Chairman;
Mrs. Cox , Mrs. Jones, Jan Morrison, Carolyn Sanders and Tom
Crossnoe , advisory member . Mr . Estes reported that the
Wichita Falls Centennial Commission will join the Arts Com-
mission in making the Centennial Project its major goal for
the 1982 centennial year . City Manager Gerald Fox has been
authorized to make application for a matching grant to the
National Endowment for the Arts to be applied toward a
purchase of sculpture to be placed in Bellevue Park. The
City' s Parks Department has been authorized to draw up a
master plan for the renovation of Bellevue Park.
Mrs. Jones reported that Mr . Estes and Mr .
Crossnoe had just returned from New York where they visited
famous Storm King Museum which features one hundred twenty
acres of sculptured art.
The Centennial Project Committee has selected five
artists to be named in the letter of intent to the National
Endowment for the Arts; however , the Commission is not bound
by these names -- others may be considered.
The meeting was adjourned at 1: 45 p.m.
