Arts Commission Minutes - 02/19/1980 'J MINUTES OF THE WICHITA ARTS COMMISSION FEBRUARY 19,1980 The Wichita Falls Arts Commission held its monthly meeting on February 19, 1980 at 12 Noon at the Activities Center. The following people were in attendance: NAME AND REPRESENTATION Gwendolyn Jackson-At-large Martha Steimel-newspaper Pat Jones-Heritage Society Dr. Jennie Louise Hindman-At-large Madge Francis Muehlberger-At-large Jan Morrison-At-large Polly Cox-W.F. Arts Association • Troy Jensen-At-large Mary H. Wolverton-W.F. Museum Helen Henry-Civic Chorus Carolyn Sanders-Ballet Theatre Saundra Heffington-At-large Don Burkman-Activities Center Dr. Don Maxwell-Music Dept., MSU Chairman Saundra Heffington called the meeting together at 12:20 p.m. and announced that the next meeting would be held on March 18, 1980 at 12 Noon in Room 218 of the Wichita Falls Activities Center. She next read a letter from Allan Longacre urging the Arts Commission to write to the House of Representatives urging them to support House Bill 292 which permits state departments, boards, commission, agencies, in- stitutions of higher education or governing bodies of any city, county, or other political subdivision to allow 1% of the construction costs over $250,000 to be allocated for art works included on or near the facility. Jennie Louise Hindman made the motion that the Arts Commission write to the House of Representatives supporting this idea and the motion was seconded by Polly Cox. The motion passed unanimously. Chairman Heffington next discussed a second letter from Allan Longacre requesting that names be sent to him listing local businesses in our area that support the Arts. Madge Muehlberger moved that the Arts Commission not reply to this letter as similar letters had been sent to most of our area's local arts groups and that these letters were being answered individually. Jan Morrison seconded the motion and the motion passed unanimously. Chairman Heffington next discussed a letter from the Texas Commission on the Arts concerning artist-in-residency in Texas. She suggested that commission members take applications and consider any local potential applicants. It was announced that the nominating committee would report its nominations for the March 18th meeting. There was a discussion by the members next of an idea whereby the Arts Commission. might assist the City Council concerning placement of art in public places. PAGE 2 MINUTES OF ARTS COMMISSION FEBRUARY 19, 1930 It was decided to continue this discussion and Chairman Saundra Heffington appointed a committee to be composed of Dr. Jennie Louise Hindman, Pat Jones, and Jerry Estes to study this idea. Pat Jones was appointed Chairman of this committee. Dr. Jennie Louise Hindman was next called to give a report from the screening committee concerning two applications from the Wichita Falls Musicians Club and the Wichita Falls Ballet Theatre. It was her recommendation that any remaining Arts Commission funds be split evenly between these two applicants. Both ap- plications could not be considered initially because they could not be prepared in time to meet the Arts Commission's deadline. Funds available were stated to be totaling $1,071.29 resulting from funds left over from the original $45,000 appropriation from the City Council ($283.00) and from funds totaling $788.29 which were returned by the Wichita Falls Art Association. Dr. Hindman made the motion that the funds be split as follows: $535.65---Wichita Falls Ballet Theatre $535.64---Wichita Falls Musicians Club $1,071.29 Ballots were distributed and the recommendation for the above expenditure carried unanimously.
