Arts Commission Minutes - 04/25/1978 MINUTES OF WICHITA FALLS ARTS COMMISSION
The first meeting of the Wichita Falls Arts Commission was held at
11:45 a.m. at Howard Duff's Cafeteria in Parker Square on April 25, .1978.
Don Burkman, staff representative, introduced City Manager Gerald Fox
who 'stated that the purpose of the Wichita Falls Arts Commission was:
(1) the resolution #2103 was written to facilitate communication between
organizations fostering arts, and(2) to establish priorities for the
allocation of funds. 25% collected from hotel-motel, promotion and
support of the arts with a small portion to be used for staff and tourism.
It is available to the Arts Commission to promote on a first time basis
as well as a continuing basis. The amount will be approximately $40,000
per year. The levy on this tax began on January 1st, the first -quarter
being due by the end of April. Fox recommended that the Arts Commission
year coincide with the City's fiscal year which is Oct. 1-Sept. 31.
He also suggested that the Commission submit their suggestions for funding
by August 1. Mr. Fox also mentioned that the first three quarters of
funds would be used for items for the Activities Center and to lend fi-
nancial support for the Center.
Carol Russell, City Council member, welcomed and introduced the commission
members in attendance. They were:

Mrs. Russell explained that membership would be on a staggered basis.
It was decided after some discussion that the agency and at-large mem-
bers would draw for one or two year terms. The drawing results were:

The floor was open for election of officers. Carolyn Sanders nominated
Sandra Heffington for Chairperson, Jose Gonzales seconded, and Pat Jones
moved she be elected by acclamation. Pat Jones nominated Jerry Estes for
Vice Chairperson, Jose Gonzales seconded and he also was elected by
acclamation.
Sandra Heffington chaired the rest of the meeting. It was decided that
the 3rd Tuesday of the month would be set for meeting times at 11:45 a.m.
at Howard Duff's cafeteria, and that meetings would continue monthly through
the summer. Discussion then followed on priorities for the commission, and
it was established that all members wanted a clearing house for activities
in the City. This would be done to prevent duplication of events. Don
Burkman said he would provide a calendar and would post all events sent to
him. David Murray mentioned that a committee should be formed to find out
how other cities run their commissions, and try to find out the best way
to obtain grant money. Following a later discussion, it was decided that
the three elected officers would study other comparable cities and present
their findings to the Commission at the May 16th meeting. Jose Gonzales
expressed an interest in a "Day of Festival" to formally open the Activities
Center. It was generally agreed that this would be a good idea, but would
have to be planned. Hopefully, according to Gerald Fox and Carol Russell,
the Activities Center will be finished in January. Pat Jones suggested that
a financial report from the agencies represented be presented at some later dat
