I. Call To Order.
President Gary Shores called the meeting to order at 7:55 a.m.
II. Approval of Minutes — August 4, 2003
Lou Rodriguez moved, seconded by Bo Stahler, that the minutes of the meeting
of August 4, 2003 be approved. The motion carried.
III. Consider Presentations From Marketing Firms For Business Park.
Tim Chase noted the Board had expressed its desire to review the results of the
BCI's request for proposal to area graphic design firms for a business logo for the
Wichita Falls Business Park. Two firms, Bankhead /Jackson and Graphics II, are
present for today's meeting to make their presentations.
Sharon Bankhead made the presentation on behalf of Bankhead /Jackson. She
presented a history of her company. Although the company has only been formed for
two months, she and Debra Jackson both have over 20 years of experience in graphic
design. Their company offers full service marketing plans in radio, TV, print, logo
design, and calendar pieces. Tim Howard is their graphic artist.

Ms. Bankhead noted their proposed design logo utilized the "WF" brand and tied
into the current BCI logo, by use of the star and the colors of brick red and blue.
The brochure's front would be full color and illustrated with a collage of business
photos. The inside would reflect an artist's rendering of the business park itself. The
brochure would include a pocket available for whatever inserts were needed for that
particular presentation. To print all the shells at one time, and use inserts as needed is
both cost effective and flexible, noted Ms. Bankhead.
Mr. Chase asked the size of the brochure, and Ms. Bankhead noted 5" x 9 ". The
9" x 12" folder concept ties in with the brochure, utilizing the same graphic on the front,
the brand and photo montage. Inside, the artist's rendering of the industrial park itself
would be used. As the growth of the park develops, other drawings could be utilized.
The BCI and Business Park logos would be reflected inside the packet, as well.
Mr. Stahler asked for clarification that the brochure and folder were two different
items. Todd McDaniel noted the folder is for general prospect inquiries, while the
brochure would be used in direct mailing, at exhibitions and various types of events. In
addition, the brochure can be incorporated into the folder.
Mr. Rodriguez asked on what type of material Ms. Bankhead envisioned the
brochure and folder being printed. She replied she would recommend a glossy paper,
noting that it will be necessary to develop a nice, corporate look.
The Board thanked Ms. Bankhead for her time and presentation. Before leaving
the meeting, she noted that she was excited about the business park, whether or not
her firm was chosen for the job.
Jim Berzina questioned whether the work from the design firms was requested
for a one -time design, or on a continual basis. Mr. Chase noted the RFP specified this
one project.
Jerry Nabors, accompanied by Robin Woody and Chad Gleaves, made the
presentation on behalf of Graphics II. He presented his company's credentials to the
Board, noting the business had been in existence for 25 years.
Prior to making his presentation to the Board, he noted that he and Todd
McDaniel had only met once regarding this design; everything that will be shown to the
Board today can be tweaked to incorporate any desired changes.
He showed one logo, which reflected the WF "brand" effect. Besides the logo, he
showed how it could be used on business cards, letterhead and envelopes. He used a
four -color process. Mr. Stahler questioned the difference between a two -color and a
four -color process. Mr. Nabors stated that a two -color process is spot color. Four -color
changes the process from simply spot color into processing all colors together. Likening

it to a photo, he noted that any color change be achieved with the four -color process.
He then showed examples of two -color and four -color designs.
He then showed another idea for the WF logo. Both proposals are done in four -
color, but can also work in one or two -color processes, as well.
Mr. Berzina asked if there are advantages of having a design in both two and
four color processes. Mr. Nabors stated one way to view it is from a cost standpoint. He
noted it costs nothing to get a quote from a printer. In fact, he urged the Board to get
quotes from different printers. Mr. Stahler noted it is a big expense to use the four -color
process, but Mr. Nabors stated it depends on the quantity being printed. The four -color
process should be considered depending upon utilization.
Mr. Nabors stressed the importance to look "upper shelf." He showed possible
variations on the WF brand logo, as well as other jobs they have done for various
industries, at various cost levels. He inserted the phrase, "partnered for success" as a
possible slogan. He feels it is important not to try to upscale the metroplex, but to take a
neutral, non - combative tack. He also showed how the logo could be used in various ad
formats for inclusion in magazines.
The Board thanked Mr. Nabors for his presentation.
IV. Consider A Recommendation To The Wichita Falls City Council
For Award Of Contract For Marketing A Business Park.
Mr. Chase asked Mr. McDaniel the amount of the bids submitted. Mr. McDaniel
noted that Bankhead /Jackson's bid was $3,500, while Graphics II bid $3,795 - $4,200,
depending upon the number of meetings and changes to the design.
Mr. Stahler noted that Bankhead /Jackson's design tied in with the BCI, and the
design from Graphics II was more stand - alone. He asked the BCI representatives what
they were after. Mr. McDaniel stated he did know that that he even knew at this point.
He added that he would be in Dallas on September 4 to advertise the Wichita Falls
Business Park. On that level it needs to have a stand -alone feel, but at the same time, it
does need to tie back to the BCI and City of Wichita Falls partnership.
Mr. Shores noted the star on the alternate logo from Graphics II ties in with the
BCI logo.
Mr. Stahler noted that Graphics II has been together for 25 years, and he
recommends that company based on that experience. Mr. Rodriguez agreed, stating
that he had had dealings with that company over the years. Mr. Stahler noted that
Donna Jones is very creative; in fact, she and Mr. Nabors are both involved in not only
the creative, but also the marketing side of the business.

Mr. Rodriguez interjected that the difference in price is not major. Mr. Stahler
opined that the cost is not even an issue; it is most important to get the best product.
Mr. Chase noted that if someone is interested in the Business Park, they will
understand there is an organization behind it. It will certainly have a link to the City of
Wichita Falls and the BCI, but it will be its own entity. Mr. Berzina added that the
material will have the necessary language showing the link.
Mayor Altman agreed, stating the Graphics II design will make the Wichita Falls
Business Park stand out more from the crowd.
Mr. Stahler moved that the Board recommend that the BCI contract with
Graphics II for design of the Wichita Falls Business Park logo. Mr. Benoit stated there is
nothing on the agenda to allow for action to be taken, so Mr. Stahler changed his
motion to encourage the BCI to contract with Graphics II.
Mr. McDaniel asked when in the design process did the Board want to meet
again. Mr. Berzina and Mr. Shores both noted at the end of the process, just before it is
ready to go to print. Mr. Chase noted the BCI will engage Graphics II.
Mr. Benoit asked if Graphics II will be involved in the website, as well. Mr. Chase
noted the website is in need of a redo. It needs to incorporate calendar items. They also
need the ability to have an inventory of products, but to keep that inventory updated, it
will be necessary to partner with real estate brokers. It may be possible to take a GIS
strategy where the site can be pulled up on the web, to view the roads, water, sewer,
and zoning. The cost for the GIS input is $6,000. Mr. McDaniel noted the expense is in
the maintenance, at about $1,600 per month. Mr. Chase added the expense comes
from when GIS changes, those changes have to be uploaded. He is not sure the site
needs to be at that extent, but the Business Park needs to have a place on the web.
Mr. Benoit asked if the Business Park website would be hosted by the BCI.
Mr. Chase stated that there needs to be a link for the Business Park on both the BCI
and the City's website, but that the Business Park will not have its own domain name.
Mr. Benoit noted that other properties outside of the Business Park properties
will be inventoried; having it under the BCI umbrella would work out fine.
Mr. Altman noted it only costs around $200 for 10 years to register a domain
name, and stated that Microsoft would perform a transparent link to the Business Park
website if someone simply types in the Wichita Falls Business Park. Mr. Chase noted
that was a good point.
