Ray Clymer §
Ron Bullock § Corporation Board Members
Gary Shores §
Kay Yeager, Mayor §
Gregory D. Humbach, City Attorney § City Staff
Charlese Hearn, Recording Secretary §
Ron Mertens § BCI Representative

The meeting was called to order at 1:35 p.m. by John Gavin. Gary Shores moved to approve the
minutes as stated. The motion was seconded and approved unanimously.
Ron Mertens spoke regarding the economic development funds requested for Vernon Regional
Junior College to upgrade their training programs. The cost is approximately $41,000. The
funds were not in VRJC's initial state funding budget request because the need for the training
just came up in the last couple of months. After discussion Ray Clymer moved that the 4A
Board endorse this program and move forward. The motion was seconded and passed
unanimously.
John Gavin spoke of the need to set some policies. He requested that Ron Bullock get examples
from some of the other 4A cities and ask what they do about start-up industries. Mr. Gavin also
stated that he would like to start a "round robin" with the board and the BCI, so that each board
member would handle a new business interested in Wichita Falls. Mr. Gavin requested that
Mr. Mertens get in touch with the 4A Board whenever he has a meeting with prospects.
There being no further business, the meeting was adjourned at 2:00 p.m.
