I. CALL TO ORDER
The meeting was called to order by Chairman Tate at 2:00 p.m.
II. PUBLIC COMMENTS
No one from the audience wished to address the Commission.
III. APPROVAL OF MINUTES
Mr. Stephenson made a motion to approve the minutes of the July 8, 2009 meeting. Mr. Ash
seconded the motion. The minutes were approved with a unanimous vote.

PUBLIC HEARING ON FINAL PLATS:
The Planning & Zoning Commission recommended approval of the following plats subject to the
Standard Conditions of Approval for Final Plats and Replats and any specific conditions listed:
Standard Conditions of Approval for Final Plats
Provide utility and drainage easements as required by utility companies and Director of
Public Works.
Submit water and sewer plans; street; sidewalk; and drainage plans to the Director of
Public Works and water plans to the Fire Marshall. Drainage plans must be complete
enough to include impact on surrounding property and include detention facilities as
required by Director of Public Works.
Coordinate street lighting plan and provide utility easements as required by the Director
of Traffic & Transportation.
Note: Approval of a plat does not imply approval of development of property in violation
of the Zoning Ordinance.
Double T Ranch, Lot 1 (final) (August 2009)
a. Show floodway boundary, and label "in" and "out ". (Planning, PM)
b. All access points to U.S. Highway 287 must be coordinated and approved by
TxDOT. (TxDOT)
c. Owner must meet all storm water requirements and gain sanitary sewer

Case C 09 -31
Carport in the Front Setback
3110 Jacqueline Road
Ms. Joyce Easley requested conditional use approval to construct a carport in the front setback
at her residence. There is one (1) property within 200 feet of the perimeter of this location with
a carport in the front setback.
Fifteen (15) surrounding property owners were notified of this request. Two (2) replied in favor
and one (1) was opposed.
2. Case C 09 -32
Carport in the Front Setback
4409 Randel
Mr. Larry Guice requested conditional use approval to construct a carport in the front setback at
the residence on Randel. There are two (2) properties within 200 feet of the perimeter of this
location with carports in the front setbacks.
Fourteen (14) surrounding property owners were notified of this request. Two (2) responded in
favor and none (0) were opposed.

Mr. Gardner made a motion to approve the Consent Agenda; Mr. Nelson seconded. The
motion carried.
V. REGULAR AGENDA
1. Case C 09 -30
Carport
4504 University
Mr. Billy Samuels requested conditional use approval for the carport he previously constructed
on University. There are three (3) properties within 200 feet of this location that have carports
in the front setback.
Fifteen surrounding property owners were notified of this request. Two (2) responded in favor
and one (1) was opposed.
Chairman Tate noted there was one opposition regarding protocol instead of expressing an
opinion. This Commission can approve a previously constructed carport; however, the proper
permits, fees, and inspections will need to be acquired. Mr. Samuels stated that there was
some confusion in the total house remodeling project and the carport permit was accidentally
missed.
Mr. Nelson made a motion to approve this carport; Mr. Ash seconded. The motion carried.
2. Case C 09 -33
Conversion of a cattle pen use to an RV self storage facility within a Single
Family -1 zoning district
3405 Arena Road
Ms. Donna Adams requested conditional use approval to convert a legally nonconforming cattle
pen to a boat and RV self- storage on Arena Road.
This land was annexed by the City in 1997 with an automatic zoning designation of Single
Family -1. The Zoning Ordinance allows for a conversion of a nonconforming use to another
nonconforming use provided that the "noise, odor, refuse, traffic volumes and patterns, hours of
operation, parking requirements and other factors are similar or less intense."
Four (4) surrounding property owners were notified of this request. No responses were
received.
Councilor Elmore commented that this project appeared to be the best use for this property.
Mr. Nelson inquired about the timeline; Ms. Adams stated there is a large demand for boat and
RV storage at minimal rates. This will be a good alternative to parking those vehicles at a
residence.
Mr. Gardner made a motion to approve this request; Mr. Nelson seconded. The motion carried.
VI. OTHER BUSINESS
1. City Council Update
Mr. Odom reported that the rezoning of the acreage south of Lake Wellington Estates and north
of Kell Blvd. to General Commercial was passed by City Council.
