CALL TO ORDER Chairman Monaghan called the meeting to order at 11:04 a.m. 2. APPROVAL OF MINUTES (DECEMBER 20, 2007) Commissioner Dover moved, seconded by Commissioner Thornton, that the minutes of the December 20, 2007 meeting be approved. The motion carried. Chairman Monaghan asked Julia Vasquez if the reports from the Police and Fire Chiefs (Items 6 and 7 on the agenda) could be moved ahead of Item 3, the Commission's Executive Session. He wanted the Chiefs to have the ability to leave the meeting after providing their reports, if they so chose. Ms. Vasquez replied that would be permissible. 3. REPORT FROM FIRE CHIEF Chief Foster expressed his belief that the City Council will ratify the agreement to classify the positions within the Fire Marshal Division at their meeting on January 15. It is his intention to then advertise the vacant position for 60 days, and hire the successful applicant according to Civil Service rules. He wants to take action on this matter as soon as possible, as that division has been under - manned for several months. Minutes of the Civil Service Commission Meeting January 10, 2008 2 Additionally, he reminded the Commission of the Fire Academy graduation set for February 29, and assured them they would receive invitations to the ceremony. Chairman Monaghan thanked him for the invitation to the promotional ceremony, and expressed his regrets that he was unable to attend. Commissioner Dover seconded those sentiments. 4. REPORT FROM POLICE CHIEF Chief Bachman stated the Police Academy began on December 17. The 10 students are doing well. A test will be conducted this weekend of six applicants vying for four vacant positions. He believes they are all well qualified. He added that a former police officer who had resigned has decided to return to the force. The necessary background checks will be conducted, to make sure nothing has changed. The Chief added that the man was a good officer when he was originally on the force. 5. EXECUTIVE SESSION Chairman Monaghan noted the Commission was entering into its executive session to consider the appointment of an Interim Civil Service Director, as authorized by Section 551.074 of the TExAs GOVERNMENT CODE. The executive session began at 11:08 a.m., and ended at 11:14 a.m. Chairman Monaghan noted for the record that no decision was reached during the executive session, and no votes were taken. He then called for a motion to appoint an Interim Civil Service Director. Commissioner Dover moved that Tammy Guerra accept the assignment to serve as Interim Civil Service Director. Commissioner Thornton seconded the motion, which was unanimously approved. 6. ADJOURN Commissioner Dover moved seconded by Commissioner Thornton, that the a be adiourned.
