Clyde Williford called the November meeting of the Wichita Falls Traffic Safety
Commission to order at 1:30 p.m.
Clyde Williford offered the invocation.
The minutes and financial report for October were approved as written.

City Traffic Report
Mark Beauchamp discussed the following projects:
1. Intersection of Stone Lake and FM 369 is in full operation.
2. New construction on Lawrence Rd - now have all four lanes open..
3. New Locations for crossing guards are as follows:
a. In front of Rider for Jefferson Elementary School traffic as they are
averaging 15 kids a day
b. One at Cypress and Ridgecrest for Fowler Elementary school traffic as
this crossing is averaging up to 40 children in the morning and afternoon.
4. Joint project between City and State for ATS project has started - this will
involve the installation of breakaway lighting on Kemp between Maplewood and
Elliott, on Taft between Southwest Pkwy and Midwestern Pkwy, and on
Midwestern Pkwy from Jacksboro Hwy to Henry S Grace. Also included will be
a traffic signal at Barnett and Johnson Rd.
5. A letter was sent to the city in reference to the release of two streets to the school
system to be converted to practice fields which will also stop the traffic crossing
WFHS property.
State Traffic Report
Tim Hertel discussed the following projects:
1. Falls Flyover — Still waiting on change order to be negotiated. It could be
another month before actual construction starts.
2. I -44 Project - at its completion with exception to some cleanup and one electrical
circuit that has been malfunctioning
3. Kell West extension — beams are being set at Barnett and concreting paving
should begin in December.
4. Loop 11 — still ahead of schedule and is partially open. The bridge at I44 is
essentially finished but is experiencing some delays due to a gas line.
Committee Reports
Mark Beauchamp advised no committee reports at this time.
Unfinished Business
Mark Beauchamp advised the School Safe Zone program is waiting on more
funding.
Item 08 -02: Kell Blvd Pedestrian Ordinance is on hold at this time with the
intention of expanding its wording just to include the new sections of the freeway
such as the top deck of the Flyover. Discussion followed - no change in item status
at this time.

New Business
Item 08 -05: Fall safety patrol party scheduled for December 18th 4 pm to 6 pm at
Skate World on Jacksboro Hwy. Board will provide $200 in door prizes to be
awarded by Skate World in the form of soda and snacks.
Items of Discussion
Clyde Williford advised at the west end of the construction zone on Kell Blvd, there
is no signage to bring traffic back to speed from 45 mph to 60 mph. Discussion followed.
There being no further business before the Commission, the meeting was adjourned
at 3:00 P.M.
