Traffic Safety Commission Minutes - 11/03/2010MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF November 3, 2010 MEMBERS PRESENT: Phil Golden Mark Beauchamp Laney Oliver Stan Horton Lt. Richard Garza Charles Grady Dennis Marquardt Tim Turner Clyde Williford Tim Hertel David Brock EX- OFFICIO MEMBERS PRESENT: Chris McDonald (SAFB) MEMBERS ABSENT: Tony Fulton (Excused) Don Vann (Excused) EX- OFFICIO MEMBERS ABSENT Linda Ammons — Councilor- At - Large Excused Phil Golden called the November meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. Mark Beauchamp offered the invocation. Members and visitors introduced themselves. The minutes were approved for October 2010. The financial report for November was presented by Stan Horton. Balance is $632.69. Accident Statistics: Lt. Garza reported there were a total of 235 accidents in October. There were no fatality accidents in October. PAGE 1 v'�l �"� v� • 'f � p City Traffic Report Mark Beauchamp discussed the following and advised report is basically same as last month: 1. Work is being completed at 6th and Austin. Crews are installing new pavement markings in order to better direct the traffic flow. This project is due to a high volume of illegal turns in this area. 2. The city is in the process of upgrading the traffic management center. The center will house equipment to be utilized for controlling and programming traffic signals. March is the expected completion date. 3. The lighting project that has been discussed in the past will begin with the installation of 1400 new LED lights. This will increase the efficiency and quality of light in the areas of installation. State Traffic Report David Rhomer advised of the following: 1. Illumination projects for the Spur 325, I44, and Hwy 287 Interchange is progressing and should be completed in the fall. 2. Hike and Bike trail is on schedule. 3. The Kell re- stripe projection has been completed and seems to be very effective. The only negative comments Tim Hertel has received are in reference to the Brook street ramp being too abrupt. No other complaints were lodged. 4. Safe Routes to School are in the preliminary stages. After an agreement is reached between the city and the state, the project will be able to proceed. Committee Reports 1. "Safe Routes to School" - updated in State Report above. Unfinished Business: Item 03 -10: Cell Phone Texting While Driving — No new information added at this time. This has been tabled until 2011. New Business: Mark Beauchamp suggested the TSC try to address speeding in residential neighborhoods. Many possibilities were expressed. This may become a future TSC project. Mark advised he would do some research and try and provide new information at a later date. PAGE 2 Items of Discussion: 1. David Brock asked Mark Beauchamp to look into removing the stop sign at Peach and Hilltop and replacing it with a yield sign. Mark advised he would look into it. 2. The Fall skate party was discussed. Phil Golden advised he would make the arrangements through Skate Whirl as usual.
