Chairman Laney Oliver called the June meeting of the Wichita Falls Traffic Safety
Commission to order at 1:33 p.m.
Clyde Williford offered the invocation.
The minutes and financial report for May were approved as written.
Accident Statistics
Leland Wright and Brad Hardin of the Wichita Falls Police Department were not
present, so no accident statistics were available.
City Traffic Report
Mark Beauchamp was not present, so there was not a city traffic report.

State Traffic Report
Tim Hertel gave updates on the following projects:
1. Kell project: They are currently working on the structures and making good
progress
2. Direct connect: They are expecting to get details on the fix for that from the
Bridge Division next week; details will be worked out with the contractors and
there will probably be activity present in July
3. Paving job on I -44: They are about 2 -3 weeks away from finishing the paving
portion; there is some lighting work to be completed as well. If contractors
continue as is, they should finish possibly in August.
4. Loop 11: Beams are being set and they are preparing for the deck work on the
bridge by Walmart. The roadway portion of Loop 11 is going well. There is still
a utility conflict up by Walmart that is delaying some of the progress.
A1C Jamie Randall received an email from an individual who has a concern with
traffic in the construction area of I -44. Vehicles who are entering southbound I -44
traffic from the on -ramp past the Visitors Center are going slow all the way up to
the Holliday exit and hindering other traffic. Tim Hertel will review the email and
then decide an appropriate response.
Committee Report
No changes at this time.
Unfinished Business
1. Item 07 -10: Areas of Concern on School Crossings
Mark Beauchamp was not present to give an update on behalf of the City.
Tim Turner did give an update on some of the issues. Mr. Turner advised
the City of Wichita Falls is installing a light by Memorial Stadium at the
intersection of Johnson and Barnett. Mr. Turner said some of the other
issues that he was asking to be considered were:
a. Sidewalks on Southwest Parkway by Kiwanis Park
b. Concern of children crossing Southwest Parkway at Professional Drive
going to the Fain Elementary School
c. Crossing guard needed at the Southern Hills sight — this is being resolved
as a guard will be moved there from McGaha School
d. Issues around the new Scotland park school
Mr. Turner advised the issues are being reviewed to see what can be done
and what assistance the schools can offer as well.

2. Item 08 -02: Kell Blvd. Pedestrian Ordinance
A letter is being sent from this commission to the City Council
recommending that this ordinance be deleted. Mark Beauchamp had
requested this item remain open due to additional data that will be received
from the Bicycle Coalition.
3. Item 08 -03: Spring Patrol Party Recommendations
There was a good attendance at the skating party at Skate Whirl. $10 gift
cards were given out in the total amount of $250.00. Rental fee for Skate
Whirl will be paid and the item will be closed.
New Business
1. Item 08 -04: Motorcycle Awareness (MAC)
Mark Beauchamp had advised we were trying to determine if we needed to
assist the MAC in any way. Phil Golden of MAC has been approved to be on
the Traffic Safety Commission. Item will remain open.
Items of Discussion
A speaker for the Bicycle Coalition was scheduled to give a presentation at the May
meeting, but did not show. Mark Beauchamp was going to check with them to see if they
wanted to reschedule.
Tim Turner asked if bicyclists have to operate under the same rules of the road as
motorists. Tony Fulton advised they do. Tony advised complaints concerning the bicyclists
are generally in regard to groups riding together and not adhering to the rules and laws.
Clyde Williford advised they receive the same complaints. Discussion followed. Rick
Hatcher suggested information be posted on the City channel to remind bicyclists and
motorists of safety involving both. Tim Turner will check into this.
There being no further business before the Commission, the meeting was adjourned
at 2:03 P.M.
