VISITORS
Chairman Laney Oliver called the August meeting of the Wichita Falls Traffic
Safety Commission to order at 1:30 p.m.
Mark Beauchamp offered the invocation.
The minutes and financial report for June were approved as written.
Accident Statistics
Leland Wright gave the accident statistics for both June and July since we did not
have a July meeting. In June, there were 234 motor vehicle accidents, 42 injury accidents,
and no fatalities. In July, there were 268 motor vehicle accidents, 62 injury accidents, and
1 fatality. The fatality occurred on Central Freeway and involved 1 motorcycle only. It
was also discussed that there were 7 motorcycle accidents in June and 8 in July.

City Traffic Report
Mark Beauchamp discussed the following projects:
1. School crosswalks are being painted to prepare for upcoming school year.
2. There will be a new school zone on Midwestern Parkway near Armory Road
beginning in October 2008.
3. Most of the work at the new Scotland Park school is complete.
4. Ben Milam traffic pattern will change due to the construction changing the
entrance area.
5. Stone Lake & FM 369 intersection construction started today and will take
approximately 1 month to complete.
6. Sheppard Road/Hwy 240 reconstruction — the Missile road entrance will become
more as the main entrance for SAFB. Poles will be replaced coming in and out
of the base with a total upgrade of the intersection.
7. Bicycle Plan — the trail is set. They are working now trying to connect the gaps
and connect to the safest possible routes. Due to increase in bicycle usage, they
want to make the trail not only a recreational trail, but a transportation means
as well.
State Traffic Report
David Rhomer gave status for the following projects:
1. Kell project continuing and progressing
2. Paving on I -44 is done — they are now working on the illumination
3. Loop 11 making progress and is ahead of schedule
4. Direct connect has the fix from Austin and this has been presented to the
contractor. The contractor is in process of reviewing it and going to propose a
change order. They are hoping to have this completed by the end of the year.
David Brock asked about why the entrance ramp onto the northbound freeway by the
water plant is not open. Discussion followed. David Rhomer said it appears this will be
reevaluated once the other construction is completed. Mr. Rhomer will check status of this.
A1C Jamie Randall said she sent an email to the individual who had a concern with traffic
in the construction area of I -44. The individual was happy and has noticed a difference.
Committee Reports
Mark Beauchamp advised we are waiting for the Bicycle Plan to be completed and
then we will work on the PSA's.
Unfinished Business
1. Item 07 -10: Areas of Concern on School Crossings
Mark Beauchamp stated these projects are oncoming and are being worked
on.

2. Item 08 -02: Kell Blvd Pedestrian Ordinance
Laney Oliver advised that Stan Horton had spoken to an individual in City
legal to get the correct ordinance number and name so the Commission could
send the letter to the City Council repelling the ordinance. City legal said the
ordinance is needed more than ever. Mark Beauchamp said they have this
backwards. Ms. Oliver advised she would get with Stan to obtain the
information and we could review it at the next meeting. No letter sent to City
legal to date.
3. Item 08 -04: Motorcycle Awarness (MAC)
Phil Golden of the MAC is now a member of the Traffic Safety Commission.
Discussion followed concerning the PSA's. Phil Golden will be added to the
committee project team of the PSA's. Item closed.
New Business

Items of Discussion
Laney Oliver advised that Charles McMillan sent a letter of resignation due to
health reasons. Therefore, a vacancy for District 5 now exists.
David Brock advised of a concern with the intersection of 9th Street and Seymour
Highway. Mark Beauchamp said this intersection was reconfigured 4 years ago. Mr.
Brock asked if 9th Street could be widened at this intersection. Mr. Beauchamp said the
intersection would be looked at with a joint effort between the City and the State.
Phil Golden discussed a concern of gravel at the intersection of FM 367 and
Wellington. He said this is a hazard for motorcyclists. Mr. Golden will contact the County
Commissioner for that area to discuss.
There being no further business before the Commission, the meeting was adjourned
at 2:35 P.M.
