The minutes and financial report for August were approved as written. Accident Statistics No one from the Wichita Falls Police Department was present to give the report. PAGE 1 RECEIVED IN CITY CLERK'S OFFICE Date 19NU� b B Time City Traffic Report Mark Beauchamp discussed the following projects: 1. Bicycle Plan — first route is complete and went into full effect last week. There is a marked route from Hamilton Park to the Fort Worth street entrance to the trail system. Bicycle route signs are in place. Work on the next route will begin in the fall that will connect the Lucy Park portion of the trail to the Lake Wichita portion. 2. Work is continuing on the Stone Lake and FM 369 intersection — should be completed by next meeting 3. The Hotter IN Hell bicycle ride completed and was a success again this year. 4. There was a press release issued from the Traffic Safety Commission reminding drivers of the start of school and safety issues concerning this. 5. School flashers and school speed zone were put in on Midwestern Parkway for the new Southern Hills campus. A full -time crossing guard is in place there. State Traffic Report Tim Hertel discussed the following projects: 1. Direct connect — they are working through a few challenges with the proposed fix from Austin. 2. Kell project is progressing well. Allendale is to be closed today to allow for the placement of beams. 3. Loop 11 project is progressing well. David Brock had asked last month about opening the entrance ramp onto the northbound freeway by the water plant. David Rhomer followed up with engineering. The concern was the exit ramp is too close to the entrance ramp so only 1 ramp will stay open at a time. Therefore, when the entrance ramp is open, the exit ramp will probably be closed. David Brock suggested both ramps be opened for a period of approximately 30 days to see if there is a problem. Tim Hertel stated he would relay this suggestion and advise. Committee Reports Mark Beauchamp said the first phase of the Bicycle Plan has been put into effect and it appears the Bicycle Coalition is not going to be active in the Traffic Safety Commission. Therefore, we can proceed to work on the PSA's. PAGE 2 Unfinished Business 1. Item 07 -10: Areas of Concern on School Crossings Mark Beauchamp stated these projects are oncoming and are being worked on. With the school year started, they will be more involved in these projects. 2. Item 08 -02: Kell Blvd Pedestrian Ordinance Laney Oliver read a memo from Kristen Howcroft of the City of Wichita Falls dated 8 -5 -08 addressed to Stan Horton. Mr. Horton had contacted Ms. Howcroft to get specific information concerning this ordinance # and name so the Commission could forward a letter to the City Council with the recommendation to repel this ordinance. Ms. Howcroft's memo states repealing the ordinance would be a safety issue, but she also states the ordinance is already illegal per state law. Discussion followed. Mark Beauchamp will contact Ms.. Howcroft to discuss this and then advise. David Brock asked Mark Beauchamp about the status of the intersection of 9`h Street and Seymour Highway. Mr. Beauchamp said new striping is going to be put down to see if this corrects the problem. New Business David Brock asked why a right turn on red from Jacksboro Highway onto Hatton Road is prohibited. Mark Beauchamp said it is because of the offset of the intersection. David Brock asked about the police department radios and how often the batteries are changed due to a incident he witnessed concerning a motor vehicle accident. Discussion followed. Laney Oliver stated she would follow up with WFPD to find out who the liaison for the Commission is and to address this issue with that individual and report back to the Commission. Charles Byars stated he was contacted by an individual who lives on Taft Street with a concern. When it rains and the water level rises up and is on Taft street, MSU students are walking on the street instead of the sidewalks creating a traffic concern. Mr. Byars said this is mainly on Taft Street by the apartment complex near the intersection of Southwest Parkway. Mark Beauchamp said he will have the issue evaluated.
