Laney Oliver called the March meeting of the Wichita Falls Traffic Safety
Commission to order at 1:34 p.m.
Mark Beauchamp offered the invocation.
Members and visitors introduced themselves.
A presentation was given by David Jackson, representative for American Traffic
Solutions, in reference to the red light camera application. Mr. Jackson stated this is to
help change driver behavior. The cameras are designed to help identify intersections that
historically have a higher accident rate and hopefully make them safer. This was not
designed to be a revenue generating venture. Mr. Jackson completed his presentation and
left the meeting.
The minutes and financial report for February were approved as written.

Accident Statistics
Sgt. Leland Wright advised there were 231 motor vehicle accidents for the month of
February — 50 were injury accidents. There was one fatality involving a single motorcycle.
There were also 43 hit and run accidents reported.
City Traffic Report
Mark Beauchamp discussed the following projects:
1. Kell and Scott complete rebuild for realignment with railroad tracks is reaching
completion
2. Maplewood and Kemp complete rebuild should be finished by the end of
February.
3. Allendale and Kell completed.
4. Johnson and Barnett new construction was finished - one accident reported as of
this meeting date
5. Jacksboro Hwy and Midwestern Pkwy has had several accidents at this
intersection over the last three years. Mark Beauchamp advised he was
conducting a study to possibly modify this area.
6. Test signage was placed at Midwestern Pkwy and Armory Rd. The signs
resemble pedestrian signs. They are green in color. However, they seem to have
no effect on traffic. Mark Beauchamp advised he worked this intersection
himself and drivers are not slowing down or obeying crossing guards. Discussion
followed. Media attention may be necessary for driver education. A test lighted
crosswalk has been tested in other areas and may work in this area.
State Traffic Report
Tim Hertel discussed the following projecst:
1. Work has begun on the direct connection; however, it is a long process and will
extend through summer.
2. Loop 11 is in the final stages.
3. Kell is progressing along and should reach completion close to summer.
Committee Reports
Mark Beauchamp advised no committee reports at this time.

Unfinished Business:
1. Item 09 -01: New Safety Vests Needed for Crossing Guards
Additional information is needed in regard to costs of vest and amount
needed, so it was dismissed until next meeting.
2. Item 09 -02: ATS American Traffic Solutions
Discussion followed concerning whether the Commission would
recommend ATS completing a test study in Wichita Falls. David Brock
made a motion that the City Council have a presentation by ATS so the
Council could then made the determination if a study should be conducted.
The motion was seconded and vote carried unanimously. Councilman Glen
Barham advised he would discuss the matter with the city manager and
report back to the Commission.
