Laney Oliver called the April meeting of the Wichita Falls Traffic Safety
Commission to order at 1:35 p.m.
Mark Beauchamp offered the invocation.
Members and visitors introduced themselves.
The minutes and financial report for March were approved as written.

Accident Statistics
None at this time — no one from WFPD present due to the funeral of retired Police
Chief Harrelson
City Traffic Report
Mark Beauchamp discussed the following projects:
1. The city has applied for a grant to upgrade all of the school flashers.
The controller is based on a pager system and the server stopped doing business
with the city but failed to make notification of the termination of service. A
stable replacement has been put in place until a new plan or agreement can be
adopted.
2. Most all other projects are still in progress with completion to be announced.
3. Midwestern Parkway and Louis J. Rodriguez — In- pavement flashing lights
cannot be placed at a controlled intersection. This equipment will be relocated to
another area of the city. This is a pedestrian intersection which will have very
high tech equipment. Upon pushing a button to request a safe crossing, the
individual will receive a verbal confirmation that the walk sign is on and they
may proceed.
State Traffic Report
Tim Hertel discussed the following projects:
1. The flyover is looking good the project should be finished in late June or July.
2. Loop 11 is in the final stages but still having lighting issues.
3. Kell has made some progress but still looking at the end of summer.
4. Highway 287 patching project will last through August.
5. Highway 287 from Iowa Park will have an overlay in the next month to six
weeks.
Committee Reports
Mark Beauchamp advised no committee reports at this time.
Unfinished Business:
1. Item 09 -01: New Safety Vests Needed for Crossing Guards
Don Vann presented some information on styles and costs of various vests. Some
suggestions were made as to funding but no decision was reached at this time.
We will hold item over to see if Tim Turner found out any information on
possible funding.

2. Item 09 -02: ATS American Traffic Solutions
Mark Beauchamp advised that Councilman Glenn Barham discussed the matter
with the city manager and the manager wanted more information prior to the
TSC making a decision in the matter. Mr. Beauchamp is gathering data to
present to the board and the manager for later consideration.
New Business
No new business
Items of Discussion
We need to get a date on the spring swim or skate party. Tentative date will be May
28th and it was agreed that a skate party was the safest bet due to the weather. A pizza
party will be given to the winning school. Further information on this will be discussed at
the next scheduled meeting.
There being no further business before the Commission, the meeting was adjourned
at 2:12 P.M.
