Traffic Safety Commission Minutes - 08/05/2009MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF August 5, 2009 MEMBERS PRESENT: Mark Beauchamp Phil Golden Charlie Byars Lt. Richard Garza David Rohmer Stan Horton Laney Oliver Tim Turner David Brock Billie Green EX- OFFICIO MEMBERS PRESENT: Glenn Barham — City Council MEMBERS ABSENT: Kevin Callahan Tony Fulton Clyde Williford Ryan Matthews Don Vann EX- OFFICIO MEMBERS ABSENT Tsgt Shaundana Major (SAFB) Laney Oliver called the August meeting of the Wichita Falls Traffic Safety Commission to order at 1:40 p.m. Mark Beauchamp offered the invocation. Members and visitors introduced themselves. The minutes and financial report for June were approved as written. PAGE 1 CITY CLE-AK'S OFFICE Date BY if1 �/lT Accident Statistics Lt. Richard Garza recapped the accident stats and reported there were 284 total accidents for June as compared to 246 for July. There were 58 injury accidents in June and 50 in July. Non - injury accidents for June were 226 and 196 in July. June had 1 fatality accident reported. This brings the total fatality count to 6 for the year. City Traffic Report Mark Beauchamp discussed the following: 1. They have juust completed writing the Safety Patrol school crossing guard manual. This is a 20 page manual that will be used for training. Also, a 4 hour class was developed and the use of new training films were incorporated. Refresher courses will be offered throughout the year. 2. The 5th & Broad project has been completed. 3. Cypress & FM 369 project will soon begin. This will be a signal upgrade moving the signals off the street and placing them overhead. 4. Missile Rd at 240 - replacing two signal poles due to poles being too close to the roadway. 5. Stone Lake Drive — striping project completed. A lighting project is now underway for this area. State Traffic Report David Rohmer discussed the following projects: 1. The final ramp of the flyover has been opened and the on ramp from Jacksboro Hwy to I -44 is now open. 2. Loop 11 is in the final stages - almost complete. 3. Kell West is still making progress. A fall completion date is expected. 4. Old Seymour Highway resurfacing project will start in the next four to six weeks. Committee Reports Mark Beauchamp advised no committee reports at this time. PAGE 2 Unfinished Business: 1. Item 09 -01: New Safety Vests Needed for Crossing Guards Mark Beauchamp will follow up for purchase of 6 to 7 per school as the allotted funds allow. 2. Item 09 -02: Red Light Cameras Project Mark Beauchamp advised the project is still in the research phase due to the technicalities of enforcement and funding issues. Also the Wichita Falls Police Department is now involved in the research and development process. Information will be shared and updated as it becomes relevant. 3. Item 09 -04: Southwest Pkwy between Taft and Stone Lake Mark Beauchamp advised a stop sign has been installed on the driveway approach to Lake Park Drive. Also, TxDOT has installed a "No U Turn" sign on Southwest Pkwy at the driveway entrance of the fire station. In the last meeting, John Antee, owner of Antee Pools, requested the TSC make a request to have the "No U Turn" sign removed due to a loss of business. The commission decided to take no action in the removal of the signs. Laney Oliver advised she would deliver the message to Mr. Antee. Other discussion on this area followed. Councilman Baraham advised due to legal restrictions by state and local codes, some things may or may not have been missed during the original construction in this area. He did advise that for safety reasons and traffic control, an increase in traffic enforcement is the most effective and reasonable solution at this time for the type of violations being committed at this location. New Business: None Items of Discussion Phil Golden had questioned if a "children at play" sign could be placed on Chinaberry Street. He advised that drivers seem to think it is a through street when in fact it is a cul -de -sac. Mark Beauchamp advised that no signs could be placed on the street as the sign would not be MUTDC compliant.
