Traffic Safety Commission Minutes - 09/02/2009MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF Sept 2, 2009 MEMBERS PRESENT: Mark Beauchamp Don Vann David Rohmer Lt. Richard Garza Tim Hertel Stan Horton Laney Oliver Clyde Williford EX- OFFICIO MEMBERS PRESENT: Glenn Barham — City Council MEMBERS ABSENT: Kevin Callahan Tony Fulton David Brock Ryan Matthews Billie Green Tim Turner Charles Byars EX- OFFICIO MEMBERS ABSENT Tsgt Shaundana Major (SAFB) Laney Oliver called the September meeting of the Wichita Falls Traffic Safety Commission to order at 1:43 p.m. Clyde Williford offered the invocation. Members and visitors introduced themselves. The minutes were amended and the financial report for August was approved after correction. CITY CI -FRK'S OFFICE PAGE 1 bate 11 /I/ By Time '2'1S Accident Statistics Lt. Richard Garza reported there were 216 total accidents for August. Thirty five injury accidents were reported. A high collision intersection report was submitted for review by the TSC. City Traffic Report Mark Beauchamp discussed the following: 1. No major changes in projects from last month with exception to an illumination project on Stone Lake. 2. Signal cabinet upgrades and change out at Broad & Holiday streets. 3. Hotter `n Hell 100 was very smooth with very little problems reported. 4. All other ongoing projects are on schedule. State Traffic Report Tim Hertel discussed the following projects: 1. The last slab has been completed for the last remaining ramp of the direct connect. Rail work is being done and should be completed in August. 2. Loop 11 is in the final stages -almost complete 3. Kell project is progressing well and should be open to traffic in two weeks. Glenn Barham asked for the turnaround under the overpass at Kell & Barnett Rd be opened to help with the flow of traffic trying to turn back towards the East. Mr. Hertel advised he would check into this. Committee Reports Mark Beauchamp advised no committee reports at this time. Unfinished Business: 1. Item 09 -01 New Safety Vests For Crossing Guards The safety vests have been delivered to the schools. Letter of appreciation will be forwarded to Matt Benoit and Jim Dockery for the necessary funding for this project. Item closed. 2. Item 09 -02: Red Light Cameras Project Majority vote passed that the TSC would write a letter of endorsement for the red light cameras or applicable services to further the safety of drivers. Charles Byars voted against in absence by asking Mark Beauchamp to voice his vote. PAGE 2 3. Item 09 -04 Southwest Pkwy at Stone Lake Traffic Exiting the Grove Apts Chairman Laney Oliver advised she had a phone conversation with John Antee and advised him of TSC decision that no action would be taken at this time concerning the removal of the "No U Turn" signs. He understood and appreciated the committee for their time and review. He did express concern in the pavement drop -off at the stop sign entrance onto Southwest Parkway from Lake Park Drive. Mark Beauchamp advised he would check into this. Item closed. New Business: Mark Beauchamp asked if the TSC could be used as a citizen's advisory group for the Safe Routes to school project. He asked for a letter of support also to accompany the project. A motion was made and passed to assist Mark on the letter and support the project. Items of Discussion: Lt. Garza asked if the City of Wichita Falls was responsible for enforcing school zone violations on roadways in front of private schools. It was the consensus of the TSC that the roadway was property of the City of Wichita Falls so we were responsible for the enforcement. There being no further business before the Commission, the meeting was adjourned at 2:10 P.M.
