Phil Golden called the February meeting of the Wichita Falls Traffic Safety
Commission to order at 1:30 p.m.
Mark Beauchamp offered the invocation.
Members and visitors introduced themselves.
The minutes were approved for January 2010.
The financial report for January was presented by Stan Horton. The expense for the
skate party was $300 and will be deducted from the remaining balance. The new balance is
$1,012.93

Note: The February meeting was held on location at TxDot in Wichita Falls. The TSC was
given a tour and demonstration of the capabilities of the TxDot traffic cameras which are
located in Wichita Falls. The demonstration included internet access to other cities with
traffic cameras. This was demonstrated as a good tool which assists law enforcement in
investigating accidents. Also, we were briefed in the use of (CRIS) Crash Record
Information System. This is a system that TxDot maintains to assist in investigations and
bettering traffic flow for Texas highways.
Accident Statistics:
Sgt Vaughn reported there were 206 total accidents for December 09. 42 injury
accidents were reported with two accidents that resulted in fatalities. One involved a
pedestrian / vehicle and the second was a one vehicle only and is now under criminal
investigation. Sgt Vaughn gave a very brief overview of the major accidents as they are
still under investigation. He also provided a copy of other accident statistics for viewing
reference.
City Traffic Report
Mark Beauchamp discussed the following:
1. No major changes from last month. He advised they are in a maintenance
mode as of now making ready for new projects.
2. Councilman Barham advised he had received a few calls in reference to
missing or damaged striping in some intersections. Mark advises the new
thermal project was going to have to be redone due to the bad weather. The
city lost most due to the ice scraper trucks. While removing snow and ice
from the roadway, the trucks also removed a great deal of the thermal
plastic.
3. Phil Golden asked about the new LED lighting projects. Mark Beauchamp
advised the city was looking at information from several companies in
reference to the best lighting for our money. Mark advised his main concern
was proper lighting. This is a new industry and the lighting is measured
different so safety and proper lighting is the main concern.
State Traffic Report
Tim Hertel advised the following projects are still underway or scheduled for
letting in the near future:
1. The illumination projects for Spur 325, I44, and Hwy 287 interchange.
2. TX Dot has now implemented a new EOC plan. This plan was implemented
after the recent bad weather we experienced in our area in the last month.

Committee Reports
Safe routes to school will appear as a committee report in the future after it is
adopted.
Unfinished Business:
Phil Golden raised the question as to how we could make the parking and children
pick up safer and more fluid in the future at Skate Whirl following the traffic safety
guard party. Discussion followed.
