Traffic Safety Commission Minutes - 03/03/2010MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION March 3, 2010 MEMBERS PRESENT: Mark Beauchamp Tim Hertel Stan Horton Lt. Richard Garza Laney Oliver David Brock Tony Fulton Phil Golden Clyde Williford Tim Turner Charles Byers EX- OFFICIO MEMBERS PRESENT: Visitors: MEMBERS ABSENT: Don Vann Dennis Marquardt EX- OFFICIO MEMBERS ABSENT Glenn Barham — City Council Sgt Chris McDonald (SAFB) Phil Golden called the March meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. Mark Beauchamp offered the invocation. Members and visitors introduced themselves. The minutes were approved for February 2010. The financial report for February was presented by Stan Horton. The balance is $1,012.93 OFFICE 1-7 lz0 10 PAGE 1 Accident Statistics: Lt. Garza reported there were 242 total accidents for February 2010. 48 injury accidents were reported with two accidents that resulted in fatalities. A high collision intersection list was provided to each member and will be attached to the March minutes. Some discussion followed in reference to the two fatalities. Both are still under investigation and no final results or conclusions have been determined. City Traffic Report Mark Beauchamp discussed the following: 1. No major changes from last month. He advised they are in a maintenance mode as of now making ready for new projects. State Traffic Report Tim Hertel advised the following projects are still underway or scheduled for letting in the near future with no new projects expected in the near future: 1. The illumination projects for Spur 325, I44, and Hwy 287 interchange. Committee Reports Safe routes to school will appear as a committee report in the future after it is adopted. Unfinished Business: Phil Golden raised the question as to how we could make the parking and children pick up safer and more fluid in the future at Skate Whirl following the traffic safety guard party. Discussion followed. This will be tabled until the next event date is scheduled. Some discussion followed in reference to having the spring party at the Castaway Cove Water Park. Cost was unknown and yet to be determined. Tim Turner advised he would look into pricing. 01- 10Spring Safety Patrol Party New Business: Mark Beauchamp advised a citizen was requesting more street lighting close to her residence. This was looked into and the request was denied. Mark stated the individual was advised that an appeal could be addressed to the TSC. She did not show at the meeting, so no appeal was heard. Items of Discussion: David Brock had received a complaint about trucks taking both lanes of traffic to negotiate turns while exiting the Loves Truck Stop. He questioned the responsibility of the City and Loves Truck Stop. It was noted that if the trucks were taking both lanes, they were in fact violating the law; however, neither the City nor Loves are responsible. It was determined that drivers must use some common sense at these PAGE 2 types of intersections and make allowances for these large vehicles trying to negotiate turns. There being no further business before the Commission, the meeting was adjourned at 2:15 P.M.
