THE WICHITA FALLS TRAFFIC SAFETY COMMISSION

Phil Golden called the May meeting of the Wichita Falls Traffic Safety
Commission to order at 1:30 p.m.
Mark Beauchamp offered the invocation.
Members and visitors introduced themselves.
The minutes were approved for May 2010.
The financial report for May was presented by Stan Horton. The expenses paid in
May were:
Spring Skate Party - $300.00
Pizza party - $62.25
Engraving for the trophy - $8.00
Balance is $632.69.

Item 10 -02: Motorcycle Warning Signs — "Share the Road Signs"
Mark Beauchamp advised triangular fold downs will be used in this project. David
Rhomer advised stickers will be applied to the "Ice on Road" fold downs where applicable. Mark
also advised he was going to assist in publicizing the "Ride Your Motorcycle to Work Day". The
local media will be contacted and will be airing awareness notifications for this event.
Accident Statistics:
Lt. Garza reported there were a total of 264 accidents for May 2010. 72 injury accidents
were reported with 2 resulting in fatalities.
City Traffic Report
Mark Beauchamp discussed the following:
Crew is rebuilding the intersection at 6th and Broad St. This is mainly clean-up
due to it being outdated. They will be realigning the signal head and a few other
minor things.
State Traffic Report
David Rhomer advised of the following:
1. Maintenance and repair work has started on the US 287 overhead drainage
problem. Because of wet weather and a drainage problem, accidents have increased at the
bottom of the overhead. This project will improve the drainage and should help with
driving conditions in wet months.
2. Hike and bike trail - most of the flat sections are complete but are still in
progress on building the retaining walls.
3. The illumination projects for Spur 325, I44, and Hwy 287 interchange has let
and is scheduled to start June. This should be done in early fall.
4. Earth builders out of Decatur TX received the contract to build the railroad
crossings on Kell frontage roads. A preconstruction meeting was held in preparation for
the job.
5. The "Safe Routes to School" was awarded funding and a letter should be
arriving soon.
Committee Reports
1. "Safe routes to school' will appear as a committee report in the future after it is
adopted.
2. "Fatality and severe accident committee" met last week on the Airport and Sheppard
Access Drive accident. After surveying the intersection, the committee felt that awareness was
an issue but visibility was not. A large amount of the accidents involved people visiting Wichita
Falls and not those who routinely drive this route on a daily basis. A traffic study will be
performed. A suggestion was made to change this intersection to a four way stop intersection.

New Business:
Clyde Williford brought up the fact that the city streets seem to have several low lying
limbs and shrubs blocking the view of vehicles while driving. Mark Beauchamp advised the
maintenance crews are in the process of starting that cleanup project.
Items of Discussion:
Item 03 -10: Cell Phone Texting While Driving - Committee will research the applicable
adoption of ordinance to make it an offense for a person to text on a cell phone while
operating a motor vehicle inside the city limits of Wichita Falls. Research will be
conducted by contacting other cities for information on this topic.
There being no further business before the Commission, the meeting was adjourned at
2:00 P.M.
