Traffic Safety Commission Minutes - 09/01/2010MINUTES OF THE MEETING FOR THE WICHITA FALLS TRAFFIC SAFETY COMMISSION OF September 1, 2010 MEMBERS PRESENT: Mark Beauchamp Laney Oliver Stan Horton Lt. Richard Garza Charles Grady Phil Golden Tim Turner Clyde Williford Tim Hertel Don Vann EX- OFFICIO MEMBERS PRESENT: Chris McDonald (SAFB) MEMBERS ABSENT: Tony Fulton (Excused) Charles Byers (Excused) Dennis Marquardt (Excused) David Brock EX- OFFICIO MEMBERS ABSENT Linda Ammons — Councilor -At -Large Phil Golden called the September meeting of the Wichita Falls Traffic Safety Commission to order at 1:30 p.m. Mark Beauchamp offered the invocation. Members and visitors introduced themselves. The minutes were approved for August 2010. The financial report for August was presented by Stan Horton. Balance is $632.69. Accident Statistics: Lt. Garza reported there were a total of 207 accidents for the month of August. Out of these, 35 were injury accidents. Two fatality accidents were reported. One fatality was reported at Jacksboro Hwy and Armory Road involving a vehicle and pedestrian. The second was a motorcycle / vehicle accident that occurred on the east side of town at Jefferson and Calhoun St. PAGE 1 City Traffic Report Mark Beauchamp discussed the following: The city is in the process of upgrading equipment to be utilized for controlling and programming traffic signals. Testing has been completed and a choice will be made soon on the equipment to be purchased. The current system is over ten years old and outdated. Of the 104 intersections, approximately 25 will be updated now. The new system will allow for changes to be made by internet access. This will cut down on time between the discovery of a problem and its solution. State Traffic Report Tim Hertel discussed the following: 1. Kell re- stripe project to realign the left lane drop is underway. This will allow for through traffic to better access the flyover. 2. Maintenance and repair work on the US 287 overhead drainage problem has been completed with the exception of the clean -up and one inlet needs to be adjusted. 3. Illumination projects for Spur 325, I44, and Hwy 287 interchange have been started and should be completed during this fall or winter. Committee Reports 1. "Safe Routes to School' — The committee is working with the police department to organize the Bicycle Rodeo project. Unfinished Business: Item 03 -10: Cell Phone Texting While driving — City Attorney Miles Risley advised that the Texas legislature is becoming more proactive in this area. Many new laws pertaining to the use of cell phones are being passed. His advice was for the TSC to table the item until after January 2011 to see what will be addressed during their session. A motion was made to table the item until May of 2011. Motion passed.
