Clyde Williford called the October meeting of the Wichita Falls Traffic Safety
Commission to order at 1:30 p.m.
Clyde Williford offered the invocation.
Members and visitors introduced themselves.
The minutes were approved for September 2010.
The financial report for August was presented by Stan Horton. Balance is $632.69.
Accident Statistics:
Lt. Garza reported there were a total of 221 accidents in September. There were 48
injury accidents and 1 fatality.

City Traffic Report
Mark Beauchamp discussed the following:
1. Work is being completed at 6th and Austin. Crews are installing
new pavement markings in order to better direct the traffic
flow. This project is due to a high volume of illegal turns in this
area.
2. The city is in the process of upgrading the traffic management
center. The center will house equipment to be utilized for
controlling and programming traffic signals. Mark advised
when the center is complete, he will invite the TSC to hold a
meeting and tour the facility.
3. The lighting project that has been discussed in the past will
begin with the installation of 1400 new LED lights. This will
increase the efficiency and quality of light in the areas of
installation.
State Traffic Report
David Rhomer advised of the following:
Committee Reports
1. Illumination projects for the Spur 325, I44, and Hwy 287
interchange have been started and should be completed
this fall. The project has reached a point that an
interruption of service will take place soon but should be for a
very limited time.
2. Hike and Bike trail is on schedule. Laney Oliver advised that
she observed an area of the trail that could be considered
dangerous near Harrison behind the golf course. An incomplete
bridge that had been blocked off by traffic cones had been
exposed due to unknown persons removing the cones. She
advised that the drop off was about three to four feet. Mark
Beauchamp will check into this.
3. The Kell restripe projection has been completed and seems to be
very effective.
4. Safe Routes to School are in the preliminary stages. After an
agreement is reached between the city and the state, the project
will be able to proceed.

Unfinished Business:
Item 03 -10: Cell Phone Texting While Driving — No new information added at this
time. City Attorney Miles Risley had advised in a previous meeting that the Texas
legislature is becoming more proactive in this area. Many new laws pertaining to the
use of cell phones are being passed. His advice was for the TSC to table the Item
until after January 2011 to see what will be addressed.
A motion was made to table the item. It passed.
