CALL TO ORDER & INTRODUCTIONS Chairperson Thueson called the Commission to order at 1:10 pm. II. REVIEW & APPROVAL OF MINUTES FROM AUGUST 24`h, 2010 The Chairperson provided time for Commission members to review the August 24`h meeting minutes. Ms. Flood motioned to approve the August 24`h, 2010 Landmark Commission minutes, motion seconded by Ms. Carper. Motion passed unanimously. III. FINAL DISCUSSION — CLG BROCHURE PROJECT & SCRIPT FOR NARRATED AUDIO VERSION Staff provided a detailed overview of the final options /changes with the brochure that required consensus from the Commission. Ms. Gagne stated the colorized photo cover has changed to reflect the "yellow building block color" on the jewelry building, to match the color of the remainder of the building. Ms. Gagne and members discussed the final title for the brochure. The cover title of the brochure shall state "Touring Wichita Falls History..." The Commission members unanimously voted for the cover title change. Mr. Stillson stated the "Texas" logo needs to be reverse print on the dark blue. The Commission members agreed and believed that stating "Texas" on the front cover was redundant. The City's new logo is now on the back of the cover. Ms. Gagne discussed the distribution of the brochure. Planning will retain one to two cases and the WF Convention & Visitors Bureau (CVB) will distribute to conventions and the eight local museums. Ms. Flood and Chairperson Thueson both suggested limiting how it's distributed since the count of 75,000 brochures won't last long if it's deemed a popular brochure. Ms. Gagne stated that Ms. Lindsay Greer, CVB Director, recommended limiting the amount of distribution by placing them in racks only within Texas Information Centers and around the City of Wichita Falls. Staff will coordinate these efforts. LanamarK commission September 30, 2010 page 1 W Ms. Gagne continued discussion by presenting three options for the front cover final lettering. The recommended top three were provided by Proforma. The Commission's vote was unanimous in choosing the #2: Captain Howdy style. Ms. Gagne discussed the new logo star noted for each designated site in the brochure. The Commission members voted unanimously for the blue star. They further agreed that it should be placed on the title block for each applicable entry where it's more visible, verses at the bottom of the text. A legal question was discussed by Mr. Stillson regarding the proper sourcing of photos. Ms. Gagne questioned the issue if it was regarding copyright. Mr. Stillson asked if we received written approval for all photo sources (refer to acknowledgment section of the brochure). He further stated the City Legal Department should prepare paperwork to cover all photo copyrights, to outline uses of the photos and where it should be sourced. Ms. Gagne stated the Legal Department would probably expect each department to prepare their own paperwork and then submit for review /comment. The members continued the "sourcing" discussion. Ms. Gagne and Ms. Flood further discussed the following sources: Polly Cox Watercolors — referenced to Wichita County Heritage Society (WCHS) as the source Commission members discussed the following references: John Thomas — photos from West Floral Heights Historic District (WFHHD) Deanna Watson — Times Record News (TRN) was contacted and authorized the City to use the Wichita Falls Railroad (WFRR) Museum version of the "gateway" photo Ms. Gagne informed the Commission of the following new and approved edits for the Acknowledgements and Sources Section: Times Publishing Company/Times Record News Wichita Falls Railroad Museum Wichita County Historical Commission was deleted Julie Coley, Author & Owner, "Historical Tours of Wichita Falls" Dianne Thueson, Preservation ist/Chairperson, Landmark Commission Wichita Falls Railroad Museum. Historic Photograph Collection: Wichita Falls Gateway Sign -early 1900s Ms. Flood promoted the use of Deed Records, located in the County Annex 3rd Floor for ownership /deed history information. This became a concern since city staff was missing historical ownership information for the audio version of the brochure. For example, the Indian Heights Neighborhood needed more information and two properties in the Country Club Addition. The audio version was further discussed. The Commission suggested separating each section of the brochure into tracks. Downloading by section /neighborhood, versus downloading the entire brochure would make the process more convenient and easier to disseminate. Staff indicated Mr. Barry Levy, Public Information Office, will narrate the audio version and it will be available for download on the City's website. IV. UPDATE & DISCUSSION — CLG 2010 — DESIGN GUIDELINE OVERHAUL PROJECT Chairperson Thueson provided a review of the process involved in obtaining our third grant - overhauling the design review guidelines. Based on the history of this project the City did not initially have the $5,625 matching funds so the project was put on hold. THC stated they would work with the City to see what the budget process held for providing matching funds, since the City scored well. Staff reported the city budget for fiscal year 2010 -2011 was approved along with the project funding — which is a good start to move forward. Ms. Gagne noted she is working with David W. Moore, principle and partner, with Hardy- Heck -Moore (HHM, Inc.) who is our contact with this Austin -based consulting firm. Landmark Commission September 30, 2010 page 2 Commission members agreed they need to get back to local preservation, neighborhood development, renewal and education for the community. Chairperson Thueson stated about 4 -5 years ago the Commission swayed from their focus. This project will get the focus back to local preservation issues. Staff noted both the Preservation Ordinance and the Design Guidelines have not been updated for 6 -7 years. These are important to update since many projects have been reviewed, the Council has changed, and the guidelines do not adequately address all issues at this time, etc. The Commission agreed that a handbook, a user - friendly tool to educate the public, is needed. Chairperson Thueson agreed this is an opportunity to educate the Council and to strengthen the Historic Preservation Ordinance. Ms. Graham stated, before commencing with discussion, that Jefe's restaurant is no longer in the Depot District. Now they're located on Southwest Parkway. Members discussed and stated the design review process was not needed. V. UPDATE — "A CITIZEN'S GUIDE TO SECTION 106 REVIEW" RESOURCE GUIDE Staff informed members the Advisory Council on Historic Preservation (ACHP) mailed each CLG a Guidebook on the Section 106 review process. VI. OTHER BUSINESS: a.) West Floral Heights Historic District — Monthly Report Ms. Carper stated on October 18th a new neighborhood association president will be elected. His name is Mr. Johnny Combs, and he'll start January 2011. A new sign will be posted in the park median. A local neighborhood person made the sign and the Association is working with the City for proper placement. Mr. Carper further mentioned 1400 Hayes has problems with gangs and drugs. Because of this residents are scared and want to retaliate. Chairperson Thueson recommended the Police Department come talk to the neighborhood association. Future projects are encouraged to increase memberships. Also, a neighborhood alert system is needed, to send e-mail alerts to neighbors within the district. Ms. Gagn6 stated the next meeting in October is to be announced at a later date. Meeting time is dependant upon the status of the brochure project & arrival of the printed brochures. Chairperson Thueson stated she may offer her position to someone else to avoid meeting time conflicts. No other members were interested in the Chairman's role at this time.
