I. CALL TO ORDER & INTRODUCTIONS
Chairperson Thueson called the Commission to order at 4:05 pm.
II. REVIEW & APPROVAL OF MINUTES FROM JUNE 22 "d, 2010
The Chairperson provided time for Commission members to review the June 22 "d meeting minutes.
Mr. Newsom motioned to approve the June 22 "d, 2010 Landmark Commission minutes, motion
seconded by Mr. Kidwell. Motion passed unanimously
III. OTHER BUSINESS:
a.) West Floral Heights Historic District — Monthly Report
Ms. Carper provided a brief follow up. Ms. Carper stated the District is reviewing signage, and is
following up from the May 23rd Open House regarding an opportunity to host another event in the
fall.
b.) Follow -up — TXHC Response Sec. 106 Review — Cell Tower at 900 8th Street
Ms. Gagne stated she received a letter from TXHC for the proposed cell tower planned to be
installed on the Hamilton Building roof. The letter, signed by Caroline Wright, TXHC Project
Reviewer, outlined a similar opinion as the Landmark Commission recommended regarding the
new cell tower location adjacent to the existing cell tower.
c.) Periodical & Preservation resource materials
Ms. Gagne referenced the TXHC Medallion publication. She stated this publication is now sent out
electronically via e-mail. She further asked if everyone was on their e-mail list. All commission
members stated they receive it; however, Ms. Gagne noted she would add Councilor Smith since
he currently does not receive the publication. She noted this is a free service of the TXHC. Ms.
Gagne further stated the upcoming National Alliance of Preservation Commission conference,
called the Grand Rapids Rendezvous is planned from July 28 — August 1St. In addition, TXHC is

planning a free training workshop in New Braunfels, TX on August 19th. This is a one day event to
discuss design and planning issues for historic downtowns.
d.) After discussion the next work session time was revised to August 17 "' at 4:00 and the regular
meeting is set for August 24th at 3:00 pm. Staff noted the work session time is dependent on room
availability on the 17th. An e-mail notification will be sent to members.
IV. HISTORIC SITES BROCHURE PROJECT WORK — CLG 2009 GRANT, WORK SESSION
(ON GOING REVISIONS TO TEXT, PUBLICATION /COSTS, NARRATOR FOR CD, ETC.)
Chairperson Thueson discussed the accomplishments and achievements since the June 22nd
Landmarks Commission. She stated the draft is being reviewed by Ms. Watson, Archivist, Wichita
County Archives /Museum of North Texas History, prior to the first TXHC review. Chairperson
Thueson stated the map is the review process as well. The map will highlight ten areas and
reference each area alphabetically in the brochure — it will not identify each site individually. The
map is too small to reference each historic property. The brochure will reference individual
addresses to assist the visitor.
Chairperson Thueson stated she is editing several entries and reviewed the photos with staff, so it's
still too premature to place the information into a brochure layout. Ms. Watson is editing for errors
and providing additional historical facts where items are missing. This additional information will be
used for the CD version. This information, for the CD, will need to be reviewed with the brochure
version, for assurance that all historic facts are correct. Ms. Gagne stated she met with Ms. Watson
on July 20th, to discuss the revisions — for both the long version (CD /pod cast) and the short version
(for the brochure). One of the discussions focused on the school section. Ms. Watson will research
Ben Franklin, Crockett and Alamo Elementary School. Ms. Gagne further stated there is an
unfinished book regarding the Eastside, though unfortunately the author passed away before it was
completed. Ms. Gagne may use a portion of the book that references notable Eastside residents.
Chairperson Thueson asked about the changes to the text. Mr. Bethge alluded to some of the
changes, mainly for the new Indian Heights section. The Chairperson mentioned its befitting to
include an overview for the Eastside. Two items, such as Spudder Park and Booker T. Washington
School, will be added. Additional changes will be made to the Country Club section to include more
diversity in architectural styles. Chairperson Thueson mentioned extra pictures were included;
however, the amount needs to be reduced. The extra photos can be used to form a collage.
Ms. Gagne asked the Commission for volunteers to proof the final edited draft. Ms. Flood, Mr.
Newsom and Ms. Graham expressed an interest. She stressed the need to submit the draft
brochure the next day to the TXHC for comment prior to giving a copy to the printer.
Ms. Graham discussed the J.J. Perkins House, since it was also known as the Prothro House. She
recommended changing the title to Perkins /Prothro House. Commission members were in
agreement.
Ms. Flood could not find information on the Dillard House on Hampstead and the home at 2103
Avondale. Ms. Gagne stated Ms. Watson is researching information for the Avondale house.
Chairperson Thueson stated she is interested in this house for its design — specifically its turret.
Chairperson Thueson requested the Commission review all the photos for the brochure. Ms.
Gagne stated Ms. Watson is searching for photos on the Toodles Building and Big C Appliance.
Ms. Flood sent a photo of the Route Building. Ms. Gagne and members expressed concern that
shadows may offset the clarity of the photo, especially when the photo is reduced in size. Members
were in agreement with keeping a modern photo.
The Landmark Commission recommended the use of the following photos:
Eastside Neighborhood:
Keep the Booker T. Washington photo.

Original Townsite Neighborhood:
There is no photo for Iron Horse Pub Building since the site is designated, not the building.
Keep the Federal Office Building photo; though remove the architectural company in the write -up.
Need to check permission to use the Polly Cox watercolor collection - Berry Brown House.
Use the Kemp photo and write -up in the Original Townsite section, also reference in the museum
section.
Keep the right (corner) photo for the Anderson House.
Keep the left north -side photo for Austin School.
Keep the left photo, not the bell photo, for WFISD Education Center.
Keep the Harold Jones Park "Crepe Myrtle" Sculpture photo.
Keep the left photo of the Sacred Heart Church.
Fillmore Neighborhood:
Keep: 2503 91h Street, 2500 91h Street, 609 Fillmore Street, and 601 Fillmore Street
Remove: 2501 9th Street, 2504 9th Street, 800 Fillmore Street, and 602 Fillmore Street
Keep photo of Riverside Cemetery.
Morningside Neighborhood:
Keep #1 Crestway photo and write -up due to its Landmark status.
Remove: #4 Crestway (Moore House).
West Floral Heights Neighborhood:
Remove: 1309 Grant photo
Photoshop: 1308 Grant, to remove the two tricycles from the sidewalk
Indian Heights Neighborhood:
Remove: 2108 Wenonah, 2111 Indian Heights, 2110 Hiawatha, 2108 Indian Heights
3313 Kessler: add additional information on the CD about the Wichita Falls Master Plan
Country Club Neighborhood:
Keep the left photo for the Ben Franklin School main entry
Keep the right photo of the Perkins / Prothro House frontal view
Need photo for the Dillard House, after research is completed.
Need to mention Sikes Estates — MSU
Museums:
Need to move Wichita Falls Museum of Art under Hardin Administration Building - MSU
Keep left photo for Call Field Aviation Memorial Museum, and relabel title.
Need to put back original write -up for Museum of North Texas History.
Lost Wichita Falls:
This section needs to be removed as part of the main brochure and added to the rear panel, by way
of creating a collage of photographs /labels.
Comments regarding Section III — Lost Wichita Falls:
Councilor Smith stated that he is intrigued by history and when he visits other cities he wants to
know what was there before us. Ms. Graham stated the back panel would be the perfect spot for
these "lost" photos, and to state "in memory of..." Chairperson Thueson stated text is not
recommended, only photos in a collage. The written history can be added on the CD (long version).
Ms. Gagne asked the Commission who would best serve as a narrator for the CD? Ms. Carper
mentioned a few names (i.e., Chris Walters, Joe Snyder, Barry Levy) as good sources. Members
also noted a commission may be an option to narrate the CD, using the detailed script.
V. ADJOURN
Chairperson Thueson recommended a motion for adjournment. Ms. Carper motioned and Mr.
Stillson seconded the motion to adjourn at 5:17 pm. Motion passed unanimously.
