CALL TO ORDER & INTRODUCTIONS Chairperson Thueson called the Commission meeting to order at 3:10pm. II. REVIEW & APPROVAL OF MINUTES FROM MAY 25, 2010 The Chairperson provided time for Commission members to review the May 25" commission minutes. Mr. Wood requested a correction for Item III for Mr. Marvin Grove's elevator and stair addition, at 504 7" Street. Mr. Wood asked if the proposed metal panels would match the color of the existing brick. Mr. Perkins, principal architect for the project stated that there is a limited color pallet but they will do their best to match it. Also, Ms. Flood requested a correction to Item VI for the Priddy House Pending Auction /Demolition. She stated the Lamar Baptist Church approached the Wichita County Heritage Society (WCHS), not the Priddy's, about relocation of the house. Chairperson Thueson motioned to approve the May 25, 2010 Landmark Commission minutes as amended, motion seconded by Ms. Flood. Motion passed unanimously III. OTHER BUSINESS: a.) West Floral Heights Historic District - Monthly Report Ms. Gagne staled the Planning Division worked with Mr. John Thomas who provided a disk containing all historic photographs of the West Floral Heights District. These photos are from the West Floral Heights Book. Mr. Thomas gave permission to use them in the brochure — specifically the overlay of the former Buchanan Terrace apartments and vacant lot. b.) Follow -up Regarding Sec. 106 Review— Collocation of Cell Tower at 900 3 "' Street NIs. Gagne stated she mailed a letter to the consultant and TXHC outlining the commission's recommendation /statement for the antenna collocation since the original antenna was installed prior to the Hamilton Building gaining landmark status in 1999. She further stated the FCC submitted a letter of notice to the City, however, Landmark's already issued a statement. Chairperson Thueson agreed, stating the commission did everything they could, despite the timelines. Landmark Commission June 22, 2010 page 1 CITY Date By -- — Time C.) Periodical & Preservation resource materials Ms. Gagne referenced and passed around the periodical Common Ground, published by the National Trust for Historic Preservation (NTHP), and further discussed the website of the NTHP for review of additional materials. Additionally, she discussed the upcoming NTHP Conference this year held in Austin, TX, starting October 27, 2010. Chairperson Thueson stated these conferences provide good workshop sessions, including a new session on tax credits for historic properties. d.) Next Work Session: July 81" — time 3:30; Regular Meeting on July 20 '' at 4:00 pm Ms. Gagne asked if the work session date would work. Commission members agreed and will meet in the Council Conference Room. The July 20'h regular meeting is necessary since design applications are anticipated for the Woman's Forum. The time of 4:00 pm is recommended based on staff conflict with a follow up Departmental meeting at 3:00 pm. Chairperson Thueson called for any additional business. Ms. Graham mentioned the fire in Casa Mariana, and that a sign was posted, "We will be back." She noted it was a shame after they just finished upgrading and restoring the building in the Depot District. Mr. Wood commenced discussion about the City's sale of former brick pavers that originally were used on Speedway and other City streets. Commission members requested additional information. Mr. Wood and Ms. Gagne noted on June 23'd the City would sell to the highest bidder pallets of these old brick pavers. If anyone was interested, contact the Purchasing Department immediately. IV. HISTORIC SITES BROCHURE PROJECT WORK— CLG 2009 GRANT, WORK SESSION ON GOING REVISIONS TO TEXT, PUBLICATION /COSTS, NARRATOR FOR CD, ETC. Chairperson Thueson discussed the rebidding process for the brochure since the original bid was provided two years ago. Staff referred members to the two new bids for the print job. At this point, two items are recommended: The first is the creation of the brochure, as the edited version; the second is a companion CD, for use in the car, as the non - edited version. Secondly, write -ups submitted are still over the maximum 50 -word limit. Because of this, creating a collage of photos may be worthwhile instead of separate write -ups. She further stated Mr. Levy in Public Information is finishing editing the photos, and taking pictures of the Country Club Neighborhood. The photos and text adding /editing is 75% complete. The next review is the sample layout and to create a map. Ms. Gagne discussed possible sources to create this map since at this time there are no sources available. Chairperson Thueson stated the Commission needs a basic template. She recommended for the Commission to keep the focus (since the intent is not to draft a book with full descriptions) - use less description with more pictures. Mr. Kidwell mentioned the use of other technical sources to create the brochure, such as using Abode In- Design, versus Publisher or Photo Shop. A sample layout is necessary and then staff will work closely with a printer to publish. Mr. Kidwell questioned the Museum section. The Commission replied, stating the section on the Curtiss Jenny, Kickapoo and the Call Field Museum were combined. Staff indicated the museum write ups were minimal, and there was thought given to just listing the name, address and website. Ms. Flood stated she will continue working on the Kell House write up and would provide a 1 -2 sentence overview for other museums. Ms. Gagne informed the commission that permission is not needed in taking pictures from the public right of way since the Texas Courts do not acknowledge this as being an invasion of privacy. She further stated that Lita Watson, Archivist, Wichita County Archives /Museum of North Texas History will need to review the first draft before July 15 "' for historical accuracy in order to incorporate her revisions prior to TXHC review. Discussion commenced regarding printing and costs. Ms. Graham stated if the costs are close then give the work to a local business. Mr. Kidwell added that the work should be done by one source, for both layout in Word, and the layout of the photographs. Chairperson Thueson stated we need to Landmark Commission June 22, 2010 page 2 meet in -kind hours in order to recover the match for the grant and if a local company is willing to donate time for layout - that is an important consideration. Ms. Gagne requested the Commission make a motion to choose a preferred printing company. Mr. Kidwell motioned and Mr. Newson seconded the motion to select a printer that promotes in -kind donation of service for graphic layout, is a local business and offers the best price. Staff noted the local contact is Proforma. Staff would let him know after discussing with TXHC. Chairperson Thueson recommended additional editing for the second work session and reviewing the photographs as part of the initial layout. Based on this, Ms. Gagne requested that each item be reviewed prior to creating the map. The layout and description of the designations was first reviewed. The Commission made the following recommendations: #4 Backdoor Theatre — CD only #6 LaSalle - National designation (change to blue) #7 City National Bank Robbery — add to CD #3 DeFoors (Zales) — add to CD #1 Keller — undecided Sculpture /Bridge — use as an overlay photo, reduce text #2 Wichita Falls Opera House — keep #B3 Hodges Hardy House — undecided #13 Anderson House — a Texas Landmark, possibly add to the CD, need to reduce text #12 Zundy House — undecided #14 Dr. Fanous Office — okay, maintain at four lines Southland Neighborhood — maintain four items Fillmore Neighborhood — Ms. Flood stated she will condense into one paragraph and add Fonville- Clark House to the CD. Ms. Flood recommended adding a collage of photos in lieu of listing the three Kell daughter's houses separately due to lacking information. West Floral Heights Neighborhood — use five houses, maximum Country Club Neighborhood — use five houses, maximum Second review consisted of the West Floral Heights Neighborhood, Chairperson Thueson recommended using 1400 Tilden for the CD. Ms. Flood recommended using one house per street. #1 1309 Grant — CD only #2 1400 Grant — delete #3 1404 Grant — CD only, and replace with 1308 Grant #4 1600 Buchanan — okay #5 1413 Hayes — delete, replace with 1612 Hayes #6 1300 Tilden — keep, though needs to be reduced #7 1400 Tilden — CD only Based on this discussion, Mr. Newsom agreed the Morningside overview needs to be edited, and for individual sites simply state the name of the house, address and architectural style The 41 Crestway house will be the primary write up based on its City Landmark status. Discussion ensued regarding the church section. The First United Methodist and Episcopal Church of the Good Shepherd is recommended for the brochure since they are designated. The Commission recommended removing the text for Sacred Heart and Floral Heights United Methodist and use them as part of the CD. Landmark Commission June 22, 2010 page 3 Discussion continued regarding the museums. The Kell House and the Kell Air Field should remain since they are both designated. All other museum text should be added to the CD. Chairperson Thueson stated she will separate the Call Field /Curtiss Jenny /Kickapoo Airport Museum's write -up. Discussions continued regarding schools. Ms. Flood discussed this item since she researched the history of the Wichita Falls Schools. Chairperson Thueson recommended using the overview for the CD, and to only include date, address and photograph for the brochure. Ms. Graham recommended the use of postcards for the Austin School Lofts. The Commission decided Wichita Falls High School, Crockett Elementary School and Ben Franklin should be added to the brochure. The following will be removed: Sam Houston, Holland, Carrigan and Zundelowitz. Discussions commenced regarding parks. Chairperson Thueson recommended a very brief write - up for Spudder Park and Riverside Cemetary - all write -ups for the CD, especially for the prior Scotland Park Zoo. The Riverside Cemetery photo should be used for the brochure. Discussions commenced regarding Lost Wichita Falls. Mr. Kidwell questioned if "Lost" should be added to the CD rather than feature negative items in the brochure. Discussion ensued regarding the Lake Pavilion photos and postcards. Chairperson Thueson recommended the overlay photo of Buchanan Terrace be added to the brochure. Discussion followed regarding other lost buildings (or severe modifications), such as the Courthouse, YWCA, and now the Priddy House. Ms. Graham suggested possible dedication or listing a credit for other lost buildings in the brochure, such as the Hotel Texan and St. James. Ms. Gagne discussed other state examples to consider, based on their prior brochures. She further stated that all photos need to be completed and to get all material edited no later than June 30 "'/July 1". The Chairperson and Planning Staff will meet on June 30 "', at 10:00 am, to discuss the photos and tentative map. Chairperson Thueson questioned the use of copyrighting of prior works. Ms. Flood stated she will add a three paragraph introduction along with putting together additional information for the CD and podcast. V.
