Park Board Minutes - 04/24/2008Wichita Falls Park Board Meeting April 24, 2008 W.F. Guest: Matt Benoit/Asst. City Manager, David Lehfeldt/Sanitation Superintendent, and Neely Carter CALL TO ORDER: Alan Donaldson called the meeting to order at 1:30pm. The minutes of March 27th meeting were put before the Board and Elmer Emory made the motion to approve the minutes as written. Mary Ward seconded the motion and they were approved unanimously. NEW BUSINESS: 1. Review of proposed Skate Park Rules and Regulations. Matt Benoit, Assistant City Manager, gave a report to the Park Board stating how the Skate Park was proceeding and the usual construction challenges that arise. Rules of conduct for using the Skate Park were presented and discussed. The rules will be presented to the City Council for consideration of passage into an ordinance and posted on site. Many of the board members wanted to know how these rules would be enforced. Members were hopeful the participants will police themselves, since it will be a non - supervised facility. It was mentioned that the City has never considered funding for an on -site attendant. It was asked if the hours could be extended from 8:00 am to 11:00 pm to 8:00 am to 12:00 midnight and staff so amended the proposed rules. 2. Presentation by David Lehhfeldt on recycling. Mr. Lehfeldt gave a report on how the City of Wichita Falls recycles. There was discussion by the Board. Several comments were made hopeful the City and Parks can continue to look for ways to increase recycling. 3. Request by Neely Carter of Faith Baptist Church for extended reservation privilege to two soccer /football fields in Lake Wichita Park for a fall youth flag football league in September through November on Saturday mornings. The question was posed by staff if the City should provide a public youth flag football league. It was felt by the Board and staff the City should not as it was determined not to be a City need or goal. The Church indicated their league would be open to the public. Mary Ward made the motion to approve and Elmer Emory seconded the motion. Approved unanimously. DEPARTMENTAL REPORT: The Skate Park Project is moving forward, it should be open sometime this Summer. Softball Complex is going well they are starting on the structure. We have planted more than 300 trees at the Flyover Tree Planting project. Budget is being prepared for the next fiscal year. The Noon Concerts held at different schools on the Mobile Stage are doing really well. Ray Gonzalez wanted to know if the Hamilton Park temporary tree nursery was going to be leveled back, since the trees have been taken out. Staff responded that it will. Wal -Mart donated 12 trees in recognition of Earth Day April 22 "d and were planted in Expressway Village Park. OLD BUSINESS: Report of Park Improvement Committee. Alan Donaldson, Dennis Kays, Sharon Roach, and Penny Miller make up this committee. Alan Donaldson said that there was nothing to report at this time. He had talked to Dave Clark and a meeting will be set up sometime soon. It was recommended that the Park Plan be upgraded. OTHER: It was acknowledged that this meeting was Ray Gonzalez's last meeting and the Board expressed thanks for serving as City Council liaison.
