CALL TO ORDER:
Peg Marquardt called the meeting to order at 1:35 p.m. Ben (Chip) Filer made the
motion to accept the minutes from October 27, 2009 meeting. Elmer Emory
seconded the motion. Minutes were approved.
DEPARTMENTAL REPORT:
1. The TXDOT will open bids this month for the four million dollar connector trail
along Holliday Creek between Hamilton Park and Scott Street.
2. Castaway Cove acquisition by the City is proceeding. This may be concluded
in a couple of months.
3. Inventory is being made for winter replacement. At this point it seems fewer
trees have died so there will be fewer trees to replace. Two to three hundred
new shrubs and trees that will be planted at the Flyover. Parks will, also, place
an ornamental structure at this site, perhaps, the water mill structure that has
been in storage.
4.
Parks installed a federal CDBG funded playground in Grant Street Park.
5.
Parks is considering over hauling the 12 year old Trail Train to use in Lucy
Park and the Wichita River Trail.

Parks crews may have more time now for winter projects after the recent
freezes.
7.
Recreation Division will provide the annual Christmas in the Park this
Saturday, December e. It will be held in the new Scotland Park Gymnasium

this year. The previous location was in Lucy Park.

The Recreation's 50 + Zone will be going on a casino trip to Lawton, then, on
to Chickasha to see the Christmas lights in their park December 11tH
OLD BUSINESS:

Discussion of Lake Wichita and Park Improvement committees. ..'
Neither of these committees has met recently. The City Council will be
receiving from staff a recommended policy on how to respond to
encroachments after the results of the lake boundary survey. There are about i`
180 different deeds that will have to be dealt with individually.
NEW BUSINESS:
1. Discussion of parking problems at Lake Wichita Park by the football fields.
During youth football games at Lake Wichita Park some vehicles have been
driven on the trail and parked on the grass next to the ball field fence. Parks
responded by roping off a grass area to the North for overflow parking.
The City Council voted as a priority this year the acquisition of property on
Lake Wichita across from the State Hospital.
OTHER ITEMS:
Penny Miller was concerned about duck hunting on Lake Wichita. Jack Murphy
will follow up on this.
Jim Ginnings ask if the bids have been open yet for the South Weeks Pond
project. Jack Murphy stated that the bids have been opened and should be on the
agenda for the City Council's next meeting. Mr. Ginnings asked if there been any
progress made on the connector trail off Rhea Road. There was a snag with
school district deed, but, it has been resolved. Jack Murphy was not sure when it
would go to bid, but, indicated the plans have been signed.
Ben (Chip) Filer was concerned about the geese problem in and around Weeks
Park. Mr. Murphy suggested Mr. Filer check with the City Animal Control Division.
Sharon Roach ask if the 80 acre site off Seymour Highway has a name yet. Mr.
Murphy stated it has been name Wichita Bluff Open Space in the grant application
to TP&W.
The next Park Board meeting is scheduled for January 28'h, 2010.
