CALL TO ORDER:
Alan Donaldson called the meeting to order at 1:40 p.m. Elmer Emory made the
motion to accept the minutes from September 24, 2009 meeting. John Hirschi
seconded the motion. Minutes were approved.
DEPARTMENTAL REPORT:
Jack Murphy gave updates on trail projects, trail access and extensions. Jim
Ginnings wanted to know where the Circle Trail actually crosses a street and was
informed the trail crosses River Road at Williams Park.
Councilor Ginnings expressed concern about security for the trail and suggested
we need to have some additional security in place.
Jack Murphy reported on the access to the trail off Rhea Road connecting Rhea
Road to the Lake Wichita Dam.
The Boundary Survey of Lake Wichita is finished. Councilor Ginnings said that
the next step after survey completion is for the City to write letters to the adjacent
property owners with a statement of what the City's intentions are along with a
map. After that the consultants will set markers.
The City Council will take a ride on the P &R Trail Train tomorrow during their
annual CIP planning session at the MPEC and discuss on the train ride trail
projects. At some point in their planning session they will discuss Castaway
Cove and Hawk Ridge projects.
OLD BUSINESS:
1. Discussion of Lake Wichita and Park Improvement committees.
The South Weeks Park Pond across from the new Fire Department on S. W.
Parkway was discussed. This project design was stated to be about 95%
complete.

and not removed from this project. The reason stated was because the
City did not have the large equipment required to remove the trees.
OTHER ITEMS:
Jack Murphy and Alan Donaldson will be meeting with Pat Welch from the Texas
Parks & Wildlife Department next week to discuss the Wichita Bluff Open Space
grant application.
Penny Miller- Talked with Amy Lorance of the Texas Department of Agriculture
about a beautification grant program that will be starting soon for rural
communities and this might offer opportunity for Wichita Falls.
Elmer Emory- Wanted to know what will be done with the street millings from the
repair work done on Fairway from Southwest Parkway to the Lake. It was stated
the contractor will probably reuse the millings on different projects such as gravel
parking lots.
Stephen Garner- Voiced his concerns on how slow the system works. He stated
he joined the Board because he wanted to see changes especially at Lake Wichita.
There is land that needs to be acquired and now is the time to acquire that land for
our 3, 5, 7 or 10 year projects.
Sharon Roach mentioned that we need to explore the possibility of having a
business sponsored trail such as what she observed in Waxahachie.
John Hirschi commented that ADA trails in McKinney are all natural trails. It looks
like the maintenance on these trails would be less expensive than the concrete
trails. There was a discussion on all natural trails vs. concrete trails.
Stephen Garner asked what has become of the motion on Disc Golf Course rental
agreement for tournaments? It was stated the recommendation continues under
staff consideration.
The next Park Board meeting is scheduled for December 3`d. This will be the
combined November and December meeting.
