Park Board Minutes - 09/24/2009� R Wichita Falls Park Board Meeting September 24, 2009 W.F. Recreation Center Room 202, 600 11th Street 1:30 p.m. Presiding: Peg Marquardt/Co- Chairperson Members Present: Peg Marquardt, Ben (Chip) Filer, Elmer Emory, Penny Miller, John Hirsch!, Sharon Roach, Stephen Priester and Stephen Garner Members Absent: Robert Riddle, Mary Ward and Alan Donaldson Staff Present: Jack Murphy and Genice Wilson City Council Representative: Councilor Jim Ginnings (absent) CALL TO ORDER: Peg Marquardt called the meeting to order at 1:35 p.m. Motion to accept the minutes from June 25, 2009 meeting was made by Elmer Emory and seconded by Penny Miller. Minutes were approved. DEPARTMENTAL REPORT: Summer programs are over except for one concert left in Weeks Park. As you know the concerts were cut in the budget for the up coming year. We have enough funding for one concert a month or four concerts in one month. It has not been decided yet. The annual budget was approved a week and a half ago and the Parks and Recreation Department did not loose any positions. The Library and the Martin Luther King Center are now under the Director of Parks and Recreation due to temporary vacancy of the Assistant City Manager position. The City Council has given good support for the landscaping efforts of the Parks Department Jack Murphy attended the Grand Opening of Kell West today at 11:00 am. The City will be landscaping about 2% miles of the Kell West medians. We will be planting 300 maybe 400 more trees around the Flyover and we will be putting the Water Wheel Ornamental Structure at the east bound Kell area. All other programs and projects are going fine. Falls Fest is this week -end and Steering Committee is in the process of putting it all together. There has been a request for the City to purchase Castaway Cove Water Park. The City Council will likely have this on the agenda for their annual retreat in October. At the request of the City Manager we are gathering information from other cities on water parks. The former Hawk Ridge golf course site acquisition proposal will also, likely, be on the same agenda. The Mobile Stage was purchased so we could have a stage for our concerts and to look for a place to have, perhaps, a permanent outdoor theater. One site was Lake Wichita by the hill over looking the Lake and another is at the MPEC. Update on Lake Wichita survey. The survey should be complete next month and as soon as it can be made public the findings will be shared with Park Board. OLD BUSINESS: 1. Discussion of Park Board Lake Wichita and Park Improvement committees. This has been tabled until next meeting when Alan Donaldson and Robert Riddle can be here. OTHER ITEMS: Stephen Garner wanted to know if we had maps of the Disc Golf course at Lake Wichita. There was a discussion on a map for Lake Wichita Disc Golf course and where the motion voted on in April, about the draft rental agreement of the two Disc Golf courses and the Skate Park, stood with the council. Jack Murphy will revisit this motion and let the Board know. Sharon Roach asked that the Outdoor Concerts in the Park not be moved indoors. These concerts give the families in Wichita Falls a chance to get outside and enjoy good music and the park. There was a discussion on the cost of the concerts and if it would be possible to get these concerts sponsored. A motion was made by Stephen Garner to recommend the City Council look at accepting sponsorships for the outdoor concerts in the park. Ben (Chip) Filer seconded the motion and it was approved. Ben (Chip) Filer wanted to know if Jack Murphy was aware of Al Graham wanting to put a concert stage at Berends Landing.
