CALL TO ORDER:
Alan Donaldson called the meeting to order at 1:30pm. The minutes of
September 25, 2008 meeting were put before the Board and Elmer Emory
made the motion to accept the minutes as written. Mary Ward seconded the
motion and they were approved unanimously.
DEPARTMENTAL REPORT:
1. We have recommended for a number of years the acquisition of land for
the completion of the 2.6 mile trail from Hamilton Park to East Scott. It
went to City Council and they approved it for recommendation to the 4 -13
Sales Tax Board.
Last week it went to the 4 -13 Board and after the presentation they
approved it.
2. The list of Projects in 08 — 09 Budget and Special Funds were passed out
to the members to go over. The top part of the list was items in the City
budget that we will begin this winter, and the bottom part are the special
funds that have residual funding. One of these is the University Kiwanis
Park. Last Tuesday Elmer Emory presented an annual check to the City
Council for $6,000.00. These monies go back into the park.
3. Jim Ginnings asked Jack Murphy if he had a location for the Water Wheel
ornamental structure to go on display. Hopefully it will be put by east
bound Kell and Central Freeway sometime in April.
4. There was a discussion on several items, such as covers for litter barrels,
expansion of the RV Park, and putting a large shelter in the center section
of Lucy Park.
5. The Softball Complex is open and doing well.
NEW BUSINESS:
1. Presentation of proposal for trail activity by United Way.
Julie Odom gave a presentation on implementing a Born Learning Trail in
two parks. The parks that were mentioned were Lucy Park and Kiwanis
Park.
It was agreed that this would be a good project. Jack Murphy
recommended keeping it off the main trails due to bicycles and skaters
using these trails. Julie Odom and Jack Murphy will get together and find
a good location for this project.
Elmer Emory made the motion to approve the recommendation and Ben
(Chip) Filer seconded the motion. It was approved.
2. New Member, Ben (Chip) Filer was introduced to the members and read
the Oath of Office. He told the board a little about himself and why he
wanted to be on Park Board.
OLD BUSINESS:
1. Report of Park Improvement Committee.
Now that we have 4 -13 money approved, Mr. Donaldson suggested we turn
our attention to Lake Wichita. What are we doing with Lake Wichita?
What are our goals, as the Park Board, concerning Lake Wichita's future?
Alan Donaldson recommends that the Park Improvement Committee start
looking a little closer at Lake Wichita.
The Lake is currently being surveyed to determine exactly what the city
boundaries are. Mr. Donaldson asked Jack Murphy to set up a meeting
with the Park Improvement Committee to go look at Lake Wichita first
hand to see what can be done first.
2. Jack Murphy suggested scheduling a tour of the 80 acre Burns parcel off
Seymour Highway east of Tanglewood for the members of Park Board
sometime in November.
3. Discussion of the Adopt a Park proposal.
Board members want to get this started. We need to get a list out so
people can sign up. Mr. Murphy suggested this program be put on the
City website. It was also suggested by the members to get a story out to
the Times and Record News to let organizations know that they can adopt
a park for clean up.
Alan Donaldson made the motion to ask Jack Murphy to get together a
list of different locations that would be prime for adoption and advertise
this list on the City Website. We will allow any organization that adopts a
park to bring out a banner when they are cleaning to let the public know
who has adopted this location.
Mary Ward seconded the motion and it was approved.
OTHER:
Jack Murphy was asked if the Parks Department has some kind of flyer on
the trail system. He responded that we do not have a flyer, but, suggested
citizens print the trail plan off from the City web site.
ADJOURNMENT: Meeting was adjourned at 2:45 p.m.
