MINUTES:
I. Call to Order
Dr. Richard Sutton called the meeting to order at 12:05 p.m.
11. Approval of Minutes
Dr. Richard Sutton requested a motion to approve the minutes of the June 22, 2007 meeting.
Dr. Larry Rains made a motion to approve the minutes. Robin Moreno seconded the motion. The
motion carried.
At this time, it was noted all members were present.
III. Health Authority Appointment - Lou Franklin, Director of Health
Lou Franklin requested a motion to approve the appointment of Dr. Arthur Szczerba and Dr. Glen
Minter as the Local Health Authority for the Wichita Falls- Wichita County Public Health Distict.
Robin Moreno made a motion to approve the appointment. Bryan Press seconded the motion. The
motion carried.

IV. Animal Reclaim Services Update - Lou Franklin, Director of Health
Lou Franklin and Susan Morris gave a brief update on the Animal Reclaim update. It was explained
the Architects from Staley, Baker and Munson had began work on the feasibility study for the
Reclaim Center and the Humane Society. They are expected to have a report completed by
December. The Animal Control officers have begun euthanasia of the animals brought in by Animal
Control officers. This has been mentally challenging for some of the officers. We are in the process
of training more officers.
IV. Immunization Services - Angie Gass, Nursing Administrator
Teressa Stephenson and Angie Gass gave a presentation on new adult immunizations to be offered
to the public this year. The Health District will offer more immunizations services to the adult
population from age 19 to 65 years and older. Those include travel vaccines, which are currently
being offered by a local physician. The Physician has expressed an interest in discontinuing the
vaccines but did not want to leave the area without a provider. Other vaccines include Zostavax,
Menomune and the HPV. There was also discussion concerning the tetanus vaccine that was given
by the Health Department during the flood in July. There were 1,000 doses of Tdap given
immediately following the flood. The vaccine was provided by the State which allowed us to provide
the vaccine free of charge to those citizens who were either effected by the flood or were assisting
with clean -up.
V. Next Meeting Date
Discussion was concerning the next scheduled meeting on December 28, 2007. It was decided to
postpone the meeting until January due to the Holidays. The next scheduled meeting will be held on
January 11, 2007.
VI. Adjourn
Dr. Richard Sutton requested a motion to adjourn. The motion was made by Robin Moreno and
seconded by Dr. Beverly Stiles. The motion carried and the meeting was adjourned at 1:10 p.m.
