MINUTES:
1. Call to Order
Dr. Richard Sutton called the meeting to order at 12:05 p.m.
II. Approval of Minutes

Dr. Richard Sutton requested a motion to approve the minutes of the October 26, 2007 meeting.
Lauren Jansen made a motion to approve the minutes. Dr. Kathy Sultemeier seconded the motion.
The motion carried.
At this time, it was noted that the following absences were excused: Robin Moreno and Dr. Beverly
Stiles.
III. Wild Animal Ordinance - Amy Cone, Assistant Director of Health
Amy Cone explained the current animal control ordinance is specific in not allowing wild animals.
Councilor Elmore requested that the ordinance be amended to allow monkeys within the city limits
due to a request he received from a citizen. A copy of the proposed ordinance changes was given
to the members, and Amy provided an overview of the changes that would be necessary to
accommodate the request. Letters from the Executive Director of the local Humane Society as well
as the Executive Board of the local Humane Society were also given to the board members for
review. Amy Cone discussed the meeting of the Animal Shelter Advisory Committee that occurred
on January 08, 2008, and their unanimous recommendation to not modify the current ordinance to
allow regulated animals, including monkeys.

Dr. Sutton noted that monkeys can be extremely dangerous and was concerned that the bites can
be difficult to treat. Dr. Sultemeier raised concerns regarding disease transmission and that
monkeys were very difficult to control. Also, she discussed issues of families no longer wanting
their pet monkey after a certain age when the animal's demeanor changes.
Recommendation was asked of the Board on whether the ordinance should be modified based on
the information submitted based on the information provided, as well as whether the ordinance
should be modified with non -human primate only.
Dr. Richard Sutton requested a motion to recommend a change or no change to the ordinance.
Bryan Press made a motion to recommend that no changes be made to the existing ordinance. Dr.
Larry Rains seconded the motion. It was unanimous on the recommendations that no changes
should be made to the existing ordinance.
IV. Presentation of Plaques - Amy Cone, Assistant Director of Health
Amy Cone presented Dr. Larry Rains with an appreciative plaque for his seven years of service on
the Board. Amy informed the Board that Dr. Tracy Hill, D.D.S. will replace Dr. Larry Rains and Dr.
David Carlston, MSU Professor of Psychology will replace Dr. Beverly Stiles.
V. Next Meeting Date
It was noted the next scheduled meeting is to be held on February 22, 2008.
VI. Adjourn
Dr. Richard Sutton requested a motion to adjourn. The motion was made by Bryan Press and
seconded by Dr. Kathy Sultemeier. The motion carried and the meeting was adjourned at 1:10 p.m.
