CALL TO ORDER & INTRODUCTIONS Chair Dr. Sutton called the Board of Health meeting to order at 12:15 pm after a quorum of members was attained. II. APPROVAL OF OCTOBER 2009 MEETING MINUTES AND ABSENCES Dr. Sutton called for the review and approval of minutes from the last meeting held on October 23, 2009. Dr. Sultemeier introduced a motion to approve the minutes as presented and Robin Moreno seconded the motion. Motion passed unanimously. At this time it was noted the excused absence of Dr. Hill and Lauren Jansen. III. NURSING PROGRAM UPDATE Kerry Kea, Nursing Administrator, presented the Board with an overview of the Health District's Infectious Disease Programs that consist of a Tuberculosis (TB) program, Sexually Transmitted Diseases (STD) program, Epidemiology (EPI) program, HIV Prevention and HIV Early Intervention (EIP) program. The TB clinic treats active cases as well as those individuals with the latent tuberculosis infection where they have the germ but it has not yet created an active infection. Treatment enables a wall to be built around the germ to insure they do not come down with an active case of TB. Services offered include skin testing, medical evaluation, counseling, pharmacy, and lab services. In the last year, the TB program treated 156 clients; of those, 3 were TB cases and 5 were suspects that later were identified as a different strain of TB. The STD clinic is on a walk -in bases that tests for syphilis, gonorrhea, chlamydia, HIV, and can offer treatment to those with HPV. In the last year, the STD clinic tested 1,418 clients, of those 72 were positive for gonorrhea, 130 were positive for chlamydia, and 9 were positive for syphilis. The protocol -based counseling (PBC), also referred to as the HIV Prevention Program, tested 816 clients and identified 10 new cases of HIV during the last year. Testing is confidential; counseling is performed at the initial testing visit as well as during the results session. Counseling focuses on risk reduction. Educational services are also available. The Early Intervention Program (EIP) for HIV positive clients currently has 129 clients enrolled in services. Twenty new clients enrolled during the year; of those, 10 were new cases identified through the PBC program and 10 were previously diagnosed individuals who relocated here from other service areas. The program offers direct medical, dental, and case management services as well as social services such as housing, transportation, and food pantry assistance. Epidemiology (EPI) program performs disease investigation and receives reports of notifiable conditions, investigations for 2009 are as follows: Campylobacteriosis (a GI infection transmitted through pools): 5 confirmed cases out of 7 investigated Cryptosporidiosis (transmitted through pools, found mainly in water parks): 2 confirmed cases Ehrtichiosis /Anaplasmosis: 1 confirmed case Hep A: 2 investigated and ruled out Hep B: 23 chronic, 6 acute, 5 ruled out of the 34 investigated Hep C: 228 chronic, 9 acute out of the 237 investigated Lyme Disease: 2 investigated and ruled out Measles and Mumps: 1 each investigated both ruled out Viral Meningitis: 9 confirmed out of the 10 investigated Bacterial Meningitis: 4 confirmed out of the 5 investigated Pertussis: 2 confirmed out of the 4 investigated Salmonellosis: 13 confirmed out of 15 investigated St. Louis Encephalitis: 1 confirmed case Strep Pneumoniae: 2 investigated 1 confirmed case Strep -Beta Hemolytic: 1 investigated case ruled out West Nile Virus: 1 investigated case ruled out Ms. Franklin added the reviewed report lists all the reportable diseases in Wichita County for 2009. All reporting physicians and labs are required to report diseases as identified by the state to the Health District. They can report directly to the Department of State Health Services, but the report still comes to the Health District for investigation. Ms. Kea responded to Dr. Sutton that positive mosquitoes had been identified in the area but no identified cases of West Nile in humans were identified this year; there was one case investigated, but ruled out. A press release that West Nile was in the area was sent out notifying physicians about the presence and reminding them of the symptoms. She went on to state that not a lot of the seasonal flu and H1N1 activity had been seen recently. The second wave never died down in the summer; the numbers increased and peaked very high in the fall, now the possibility of a third wave is anticipated. The majority of individuals hospitalized with H1N1 were children. The adults hospitalized had underlining health conditions. In 2009, Wichita County only had one reported H1 N1 death; that 2 individual was a 22 year old with underlining respiratory conditions Ms. Franklin stated that the Health District had given a total of 2,140 doses of the H1N1 and 518 doses of the injectable and 487 of the mist remain. No serious reactions had been reported locally. The main complaint was from pain at the injection site of the seasonal flu shot rather than with H1 N1 which is now offered to everyone. Ms. Kea remarked that the Health District's goal is to have everyone immunized and vaccinated. IV. PRESENTATION OF PLAQUE Lou Franklin presented Dr. Sultemeier with a plaque in appreciation of her seven years of service as a representative on the Board from February 5, 2002 to December 31, 2009. Clay Clark, D.V.M. of All Pets Animal Hospital will be appointed to the Board at the February meeting. Ms. Franklin advised that Council passed the Food Ordinance. The food establishment score posting is projected to go live to the public on February 15t ", and a press release will be issued with the details. V. NEXT MEETING DATE February 26, 2010 VI. ADJOURN Dr. Sutton requested a motion to adjourn. The motion was made by Dr. Sultemeier and seconded by Robin Moreno.
