CALL TO ORDER & INTRODUCTIONS Chair Dr. Sutton called the Board of Health meeting to order at 12:15 pm after a quorum of members was attained. II. APPROVAL OF JUNE 2010 MEETING MINUTES AND ABSENCES Dr. Sutton called for the review and approval of minutes from the last meeting held on April 23, 201,Q,. Bryan Press introduced a motion to approve the minutes as presented and Dr. Hill seconded the motion. Motion passed unanimously. At this time it was noted the excused absence of Robin Moreno. 111111. CITY OF WICHITA FALLS ANIMAL RECLAIM CENTER UPDATE Ms. Franklin presented a slide show on the progress in construction of the Animal Reclaim Center that is slated for completion at the end of November or first of December, which is sooner then the original projected February date. The City posted the Animal Services Administrator position for a projected hire in October. It would be beneficial to the Center and Animal Control if the Administrator hired had extensive animal shelter experience or extensive knowledge of animals and animal care. IV. STRATEGIC PLANNING & ACTION IN PUBLIC HEALTH Amy Cone stated the goal of the Strategic Planning & Action in Public Health process is to strengthen the health system and improve the public's health. A shift in ideology at the national, international, state, and local levels has impacted public health to focus on prevention and a systems approach. Multiple factors impact individual and aggregate health; the individual actions taken mirrors what actions public health takes. The health of a community can be gauged by the multiple indices. Stakeholders and partners must be engaged to impact, measure and adjust to achieve the universal goal. The perspective is that strategy is the telescope to see where to focus should be and the operations is the microscope. The ten Essential Public Health Services developed by the Centers for Disease Control and Prevention will be the operating frame work for the Health District as follows: • Monitor health status • Diagnose and investigate health problems • Inform, educate and empower people • Mobilize community partnerships • Develop policies and plans • Enforce laws and regulations • Link people to needed health services • Assure a competent workforce - public health and personal care • Evaluate health services • Conduct research for new innovations A focus on the Public Health System includes: • All public, private, and voluntary entities that contribute to public health • A network of entities with differing roles, relationships, and interactions • All entities contribute to the health and well being of the community The Health District Vision statement is "Healthy People, Healthy Community" it is an important vision not unique in that many healthcare agencies and primary care providers share the vision. The Mission is "Prevention of illness and injury" a shift in focus from the treatment to prevention being a key, issue. The strategy for the Health District to achieve the vision is "promoting a healthy and safe community" and then "protecting all members of our community" through inspections, vaccinations, etc. A Core Value statement "professional staff and progressive programs" is included since the Health District sets the example for others through improvement upon policies and use of those practices. Goals in Strategic Planning and Accomplishment are: • Integrated in everyday activity • Changes are identifiable and sustainable • Action Oriented • Community based /driven • Accomplished thru Mobilizing Action through Planning and Partnership (MAPP) process The Health District will use a strategic approach to achieve the vision by using a perpetual cycle of planning, action, checking and modified action. The continual cycle is designed to evaluate what is being done with the ability to make adjustments through out the cycle to achieve goals based on the best outcome for the health of the community. The mission, vision and core values lay as the ground work from which everything else can be the focus so that improvements can be made to have the most positive impact on the community with the least amount of money. Dr. Harlow, Chair and Associate Professor in the Public Administration Program at Midwestern State University, agreed to enter into a contract with the Health District to collaborate on various projects, including the National Public Health Performance Standard Assessment Initiative (NPHPSAI) assessment and the MAPP project. The relationship has worked well and MSU has now offered a Sociology of Public Health course and a public health representative Amy sits on the MPA Advisory Board to help shape course load and content. 2 As an Advisory Board to the Health District, the Board of Health has an important function whether that is to hear changes, make recommendations, or being part of the involved process of public health activities. The Health District asks for the support of the Board in the adaptation to the new process and for a member to be a participant on the Health Initiative. Mobilizing for Action through Planning & Partnership (MAPP) is a broad based strategy with the over arching goal of the development and implementation of a community wide strategic plan for public health improvement. A shared vision is promoted by using the MAPP process. Ms. Cone discussed the basics and benefits of using this approach. She also discussed that the Health District has completed the National Public Health Performance Standards Assessment and the results will be used to engage stakeholders in the next phases of the process. Goals for the Health District include increasing the visibility of public health, engaging and creating ownership for system partners and managing change effectively. There are three other assessments that are components of the MAPP process, including a Community Themes and Strengths Assessment, a Community Health Status Assessment and a Forces of Change Assessment. Health District staff will work with Dr. Harlow to determine the best next steps for accomplishing and utilizing these assessments. The assessments will provide data to determine the strengths and weaknesses in the local public health system and determine the next steps to make improvements in the health of the community. V.
