CALL TO ORDER Susan Morris, L.R.C.A., Chairman presided. Mrs. Morris introduced Lou Franklin, Director of Public Health, and Danny Richardson, Secord & Lebow Architect. II. REVIEW & APPROVAL OF OCTOBER MINUTES The minutes from the ASAC Meeting on February 19, 2009, were distributed and reviewed. Mrs. Maxwell made the motion to accept these minutes, with a second by Dr. Gibson. Motion carried. III. OLD BUSINESS Mrs. Morris gave a recap of the Feral Cat Ordinance that was passed; however, we have not received any applications for feral cat colonies and we will probably start enforcement soon which means citizens could start receiving tickets because we are receiving complaints. Discussion followed. Mrs. Morris asked for any additional business. IV. NEW BUSINESS Mrs. Morris started with an update on the new Wichita Fall's Animal Services Center. She distributed several copies of the plans. She introduced Mr. Danny Richardson, Architect from Secord & Lebow Architects. Discussion followed about new shelter to be built at 1207 Hatton Road, at the corner Hatton Rd., Kimbell Drive, and the freeway across from ABB Controls, Inc, and adjacent to FedEx. Members agreed this is an excellent location with six acres. Initially, the Humane Society said they were united in their decision not to build with us, but now they want to build an adoption center. Mrs. Franklin explained they had wanted to lease 1.6 acres, and they will probably be located in the southwest corner off of Kimbell Drive. She stated our entrance will be off of Hatton Road, and other details will have to be worked out like a lease agreement. Dr. Gibson asked about euthanasia regulations. Mrs. Morris and Mrs. Franklin explained the license requirements for euthanasia and a City of Wichita Fall's owned building. Mrs. Morris further stated the services of this building will be intake of animals that we find in the streets, loose Animal Shelter Advisory Committee October 1, 2009 page 1 animals in the city, and owner released animals in the city. This will be mostly an euthanasia shelter however, we will start work with the Humane Society to take animals they want to take, but presently, they only take two to three percent of the animals we take in. She said we want to work with other humane societies in the area, rescue and foster home groups, and will need to research first to identify these groups as legitimate animal operations such as the Wild Bird Rescue. This facility will also serve as a quarantine facility needing annual veterinarian inspections. Mrs. Morris explained the kennels, trench drains, domesticated cat display area, two separate cat quarantine and isolation areas with separate ventilation systems, a Sally -Port loading and unloading area close to the freezer, dry storage, small surgery, and an euthanasia area combined with a surgery table. As a future option, Mrs. Franklin said we are looking at the possibility of waiving impoundment fees if people will pay for spay or neuter before they leave with reclaimed pet. Discussion followed on public entrance, fencing, a get- acquainted area, an exotics area, break room /training room, observation windows, and also crematorium requirements. Mrs. Morris figured the costs and it is cheaper to hire an individual to bury animals. Mrs. Morris stated she and Mrs. Franklin are going Monday to look at kennels in Carrollton with Mr. Richardson. Mrs. Maxwell asked about time to complete the building and Mr. Richardson said they think about nine months once construction has started and winter months are typically slower. Mrs. Morris asked for any more questions. Mr. Richardson explained the roof. Mrs. Maxwell asked about publicity and Mrs. Franklin explained a possible logo and Mrs. Morris said they will be lots of media coverage and an explanation about our mission. Mrs. Morris stated we will have weight scales and a camera, to identify and give descriptions of the animals brought in to provide better control of animals including date and time, since more reclaims and lowering our euthanasia rate is one of her goals. Julie Gibson, DVM, discussed her upcoming Animal Reclaim Center inspection. V. ADJOURN Mrs. Morris asked committee members when they would like to meet again before the end of this year. No comment was made. Mrs. Morris said if no further business, do I hear a motion to adjourn? Ms. Miller made the motion; Mrs. Maxwell seconded it, motion carried to adjourn at 12:45 p.m. and all were in favor. Councilor Smith has asked Mrs. Franklin if he can be consulted before the next meeting so he can be present, and we will send out an announcement. Susan B.
