Animal Shelter Advisory Committee Minutes - 12/17/2009MINUTES THE ANIMAL SHELTER ADVISORY COMMITTEE (ASAC) DECEMBER 17, 2009 MEMBERS PRESENT: Julie Gibson, DVM ■ Members Kelli Jordan, Wichita Co. CALL TO ORDER Susan Morris, L.R.C.A., Chairman presided. Mrs. Morris introduced Ms. Kelli Jordan, Wichita Co. Humane Society Executive Director. II. REVIEW & APPROVAL OF OCTOBER MINUTES The minutes from the ASAC Meeting on October 1, 2009, were distributed and reviewed. Mrs. Maxwell made the motion to accept these minutes, with a second by Dr. Gibson. Motion carried. III. OLD BUSINESS Mrs. Morris started with an update on the new Wichita Fall's Animal Services Center. Mrs. Franklin talked with the architect yesterday, and we should be receiving a 50% completion set of plans next week. IV. NEW BUSINESS Dr. Gibson inspected the Animal Reclaim Center and quarantine facility on 11/20/2009, and reported it looked pretty good. She had inspected the facility the previous year, when it was not so good, but was impressed by some improvement this time. Dr. Gibson didn't see any rats, neither ticks, nor cockroaches which was wonderful. She said evidently what they have changed; like feeding only once a day is improving the vermin and insect population. Dr. Gibson added the only thing she does not agree is disposing of dead animals in a trailer, and until this trailer is taken to the landfill; it does not minimize vermin, odor, nor disease infestations. Mrs. Franklin explained the city has contracted for the pickup of dead animals three times per week and we are euthanizing on the same day these animals are picked up; there are times when an animal needs to be euthanized on an off day, but it should not be a large amount. Dr. Gibson explained when it is colder outside; it is not as big a deal, as when it is one hundred degrees. Mrs. Franklin said this is why we pay the extra amount to have the three day a week pickup. Dr. Gibson added not all animals were separated by sex, just specie; there were some males with females, but not many. Animal Shelter Advisory Committee December 17, 2009 page 1 Staff told Dr. Gibson if animals were spayed or neutered, they could do this. There were some two to a cage. Dr. Gibson said the first time she went; there were tons of animals and it was horrible. She explained that staff tries to keep a record of all animals brought in, but all animals did not have cage cards; all animals were in a book for owner reference. Ms. Jordan stated this should be corrected now. Dr. Gibson questioned if records reflected all animal disposition, and if records were complete at that time. Mrs. Morris thanked Dr. Gibson for her inspection and gave her report to Mrs. Morris to add to the minutes. Ms. Jordan stated regarding the accountability of knowing exactly where an animal is at all times; she has addressed this before with staff. Councilor Smith asked if we have electronic scanners and their cost. Mrs. Franklin said this is something we will do when we open our new facility. Dr. Gibson said scanners are $250 -$300 each. Mrs. Morris said she received an email this morning from Leslie at PETS that one of her donors wants to donate a scanner, and asked if one would be helpful. Mrs. Morris said yes, but we really need one for each truck. Dr. Wurster has told Mrs. Morris several times he could get some donated. Dr. Gibson said she could get one for us. Discussion followed on scanners, tattooing of animals which Dr. Gibson will check on, and a local pit bull rescue group. Councilor Smith asked about the large walk -in refrigerator at our new Animal Services Center. Mrs. Franklin said it will probably be a year from now for our new facility. Mrs. Morris stated that Mr. Mount has purchased a new enclosed trailer that opens from the back. Members discussed vents, and location of this trailer. Councilor Smith received an inquiry about hunting around Lake Wichita when Wild Bird Rescue takes in, nurses, and releases birds there. Mrs. Maxwell explained the story of the Mallard Ducks. Councilor Smith is going to have this reviewed, in light of whatever hunting is going on at the north side of Lake Wichita, which is city property. Mrs. Maxwell said they were shocked and Wild Bird Rescue will have to find a new place to release before the next baby season. Mrs. Maxwell asked about the feral cat ordinance. Mrs. Morris recently researched Craig's List and the rants and raves, there are horrible about feral cats. Susan reported PETS has received a grant for $2,500 that will go 100% on feral cats for Miss Fannies to spay and vaccinate. Mrs. Franklin added that she has yet to register any colonies with us since she has not received complete neighbor permission. Discussion followed on cat food donations, healthy environments for spaying, trappings of owned dogs and cats, and necessary seizure warrants. V. ADJOURN Mrs. Morris asked if everyone is agreeable; we will set future meetings on the third Thursday of February, June, and October. And, if we need to have a meeting before, or between, then we can. We are required three meetings annually. Ms. Jordan asked why the committee meets on Thursdays? Discussion followed changing the day of the meetings from Thursdays to Tuesdays, at 12:15 p.m. Mrs. Morris said if no further business, do I hear a motion to adjourn?
