THE ANIMAL SHELTER ADVISORY COMMITTEE (ASAC)
FEBRUARY 16, 2010

I. CALL TO ORDER
Susan Morris, L.R.C.A., Chairman presided.
II. REVIEW & APPROVAL OF OCTOBER MINUTES
The minutes from the ASAC Meeting on December 17, 2009, were distributed and reviewed. Mrs.
Miller made the motion to accept these minutes, with a second by Mrs. Maxwell. Motion carried.
III. OLD BUSINESS
Mrs. Morris stated our old and new business is the same; the status of the Animal
Services Center and Lou has some wonderful news for us. Mrs. Franklin announced we
should be receiving our 95% completion plans today, and these plans will go to our
construction manager to receive the guaranteed maximum price. Mrs. Franklin quoted
Mr. Dockery in saying we lost the possible "46" money. She said if the guaranteed
maximum price is over budget, then we will have to go back and make cuts. Councilor
Smith asked the amount of "4B" money? Mrs. Franklin explained this project is not "4B"
eligible and she does not pretend to know all the details. She has worked with the
architect and some items are classified "add alternatives" (niceties we would like to have
as upgrades) so if the bids come in low, which is her hope, then we will have extra money
and the pricing already available, to have these upgrades if possible. As an example,
maybe laminate cabinets instead of stainless steel which will last and hold up longer, but
we can live with laminated cabinet to have our new facility. Councilor Smith
recommended "add alternatives" which were utilized at City View High School. Mrs.
Franklin reassured members the new facility will be built.
Mrs. Morris heard that Councilor Smith had pledged an Animal Control scanner,
which is old business? Dr. Gibson will donate two universal scanners if someone
will come by and pick them up. Mrs. Morris said yes, when can we come?

Councilor Smith voiced concern for Wild Bird Rescue regarding the nursing and releasing
birds to Lake Wichita, and with hunters loose. Miles, originally our City Attorney, has
reviewed and stated it is really an unusual situation to be legal to shoot a gun inside the
city limits, and this is not standard procedure in most cities in Texas, our size and bigger.
He will continue to work on this. Discussion followed regarding other shoreline complaint
activity. Mrs. Morris stated Lake Wichita is not in the city limits. Mrs. Miller said this is a
discussion item for the Park Board on how to improve /increase the recreational uses of
the lake, and the Park Board is discussing the safety issue with people with weapons.
Mrs. Miller pointed out hunting is a recreational use of the lake but there are conflicts, and
is this the highest and best use of the lake? Dr. Gibson asked if this was a situation where
we wait until someone is killed at the lake before something is done? Mrs. Maxwell
commented she is not against hunting, but when we receive a little hatchling and spend
eight weeks with them and take them out to the lake, and spread crumbs leading to the
water, and you hate to see them shot immediately. Mrs. Maxwell said they do not coddle
their birds.
Mrs. Morris asked if there was anything else to discuss? Dr. Gibson asked any word on
whether the Humane Society is going to move near the new facility? Mrs. Morris stated
they have signed a lease contract, and they have two years after we build, in which to
build. Cou ncilor Smith asked any communications from Mrs. Fannie's Felines? Mrs.
Morris and Mrs. Franklin answered none. Mrs. Morris does not believe they are currently
active, since threats were made on Craig's List. Councilor Smith said his perception once
City Council passed the ordinance and it was appropriately advertised; that she would get
volunteers. Mrs. Morris said that she got volunteers. Mrs. Franklin said the problem is she
has yet to register any colonies with us since she has not received complete neighbor
permission. Mrs. Morris agreed and discussion followed.
IV. NEW BUSINESS
None.
V. ADJOURN
Mrs. Franklin and Councilor Smith asked if everyone is agreeable; we could change future ASAC
meetings to the fourth Tuesday. Mrs. Morris reminded members Ms. Jordan had wanted the
meetings changed to Tuesday. Discussion followed on the City Council and the Parks Board
meetings conflict with ASAC Meetings. Mrs. Maxwell made the motion to change ASAC meeting
dates to the fourth Tuesday; Mrs. Miller seconded it, motion carried and all were in favor to
change the meeting dates to the fourth Tuesday of February, June, and October.
Mrs. Morris asked if no further business, do 1 hear a motion to adjourn? Mrs. Maxwell made the
motion; Mrs. Miller seconded it, motion carried to adjourn at 12:35 p.m. and all were in favor.
Dr. ibson reminded members then our next meeting would be on Tuesday, June 22, 2010.
