Jim Ginnings called the meeting to order at 8:00 a.m.
2. APPROVAL OF MINUTES (NOVEMBER 13, 2009)
Charles Elmore moved, seconded by Randy Schaffner, that the minutes be
approved. The motion carried unanimously.
3. PUBLIC HEARING AND CONSIDERATION OF 413 COMMUNITY -WIDE
MARKETING CAMPAIGN PROJECT
Mr. Ginnings opened the public hearing; no one from the public was in
attendance. He asked for a motion and second to discuss this item. Mr. Elmore so
moved, 1 seconded by Mr. Schaffner.

Carla Bolin reminded the Board that there is a recognized need for the
development of an updated, coordinated, internal and external image for Wichita Falls.
Rebranding of the City has not occurred since 1987 (clip art of the waterfall and the
image of Texas). There is a lot of talk in the State about Wichita Falls at the moment,
because it is spending money while other cities are waiting for the economy to improve.
Mayor Lyne noted each entity will have individual tag lines and colors.
Mr. Schaffner asked if the "Blue Skies Golden Opportunities" logo will be copyrighted.
Ms. Bolin confirmed that it would. She also noted the City's website address will be
changed, and will offer a common porthole to go to any of the City's entities.
Bob Seabury asked how the $60,000 would be used. Mr. Chase replied it would
be put toward the estimated $100,000 necessary for an unveiling of the marketing
campaign produced by advertising firm hck22. The Chamber will fund $30,000, and
Downtown Proud will kick in the remaining $10,000. To implement the full campaign,
$300,000 4500,000 per year for three years will be required. If that amount of
fundraising cannot be raised, then the campaign should not proceed without broad -
based support. He noted that $50,000 has already been raised from the private sector.
Darron Leiker asked if the $100,000 would be spent by the 45 -day timeframe
during which it will be determined if the private sector will participate in the campaign.
Mayor Lyne replied that the money will indeed be spent.
Mr. Schaffner asked the 4A Board's involvement in this campaign. Mr. Chase
said it has agreed to pledge up to $250,000 per year for three years on a dollar -for-
dollar match. Mr. Ginnings asked if the community will be asked to make a three -year
commitment. Mr. Chase confirmed that the pledge would be for three years.
Mr. Schaffner asked if there will be measurable standards or benchmarks.
Ms. Bolin replied absolutely. He then asked if the County and School District had been
asked to participate. Mr. Chase said they will be asked to participate. MSU has agreed
to donate $10,000 per year for three years. Every citizen in Wichita Falls will be given
the opportunity to make a donation.
Miles Risley asked if the $60,000 will be matched with contributions from the
Chamber of Commerce, or is it a stand -alone sum. Mr. Chase said it stands alone.
Mr. Risley noted the "matching language ,3 needs to be removed from the motion.
Mayor Lyne noted it is in Wichita Falls' hands whether it grows or continues to
shrink.
Mr. Chase announced that Carla Bolin had been hired to work full -time to
orchestrate this marketing campaign.

Mr. Ginnings called the question. It was again confirmed that the language be
deleted that referenced any match of contributions from the Chamber of Commerce.
The motion unanimously carried.
