1. CALL TO ORDER
Jim Ginnings called the meeting to order at 4:00 p.m.
2. APPROVAL OF MINUTES (9/8/10, REPORT OF FINANCIAL CONDITION, AND
OTHER ADMINISTRATIVE ACTIONS
Mr. Ginnings noted the word "when" (page two, ninth paragraph, third sentence)
should have been "which." Charles Elmore moved, seconded by Joe Nieto, that the
minutes be approved as corrected. The motion carried.
Kevin Hugman provided the Board its current financial statement. He reminded
the Board that sales tax revenues collected through December are credited to FY 2010.
The South Weeks Park Pond Project is ongoing. The City will be able to include
more concrete paving into the project, but will stay within budget.
Mr. Elmore asked the timeline for the downtown intersection improvements.
Mr. Hugman said that construction will begin after the City Lights event.
3. PUBLIC HEARING; CONSIDERATION OF LAKE WICHITA DOG PARK PROJECT
Mr. Ginnings opened the public hearing. As there were no members of the public
present, he then closed the hearing. Darron Leiker moved, seconded by Mr. Nieto, that
funding for the Lake Wichita Dog Park Project in the sum of $10,000 be approved for
discussion.
Mr. Murphy said the Park Board recommended an existing soccer /football field at
the park after considering four locations. The amount requested is the minimum
necessary to make the facilities functional. If it is well used by the public, the City may
consider future improvements. The funds will provide for two double -gate systems,
additional fencing, and an irrigation upgrade. There are several existing improvements
to the land which are drastically cutting the City's costs: the area is mostly fenced; the
field is crowned for good drainage; grass is established; and there is an adjacent paved
parking lot. Most cities start such a project expending $50,000 to $150,000.
Joe Nieto asked if water would be provided. Mr. Murphy said there is water in the
park, but not at that location. Most owners would bring their own water, and stay less
than an hour. Mr. Nieto questioned the cost of future maintenance. Mr. Murphy stated
that other cities have found that the demand was less than expected. This is a field in
an existing park that staff already maintains to a certain level. Mr. Nieto asked if the City
is expected to fund the entire $10,000. Mr. Murphy said the group requesting the park
indicated it would help as it could. Mr. Leiker noted that the City took this minimal
approach to first gauge interest in the park. Rick Hatcher said the Mayor made it clear
that the City would expect the group to raise funds for additional amenities.
Mr. Elmore questioned whether lighting would be provided. Mr. Murphy said
there is lighting available, but it is over 40 years old. It was not promised, and no need
for lighting was demonstrated.
Mr. Nieto questioned the City's liability in the event of injury. Miles Risley replied
there is a recreational statute that broadly protects the City from liability regarding park -
type issues. Mr. Nieto asked if the City had a cut -off date to discontinue the park if it is
not used. Mr. Murphy said nothing would be done that would not allow for easy
conversion back to a soccer /football field.
The motion to approve the expenditure of $10,000 for an off -leash dog facility in
Lake Wichita Park carried unanimously.
Mr. Leiker questioned when the park would be able to be advertised as open to
the public. Mr. Murphy replied it will take a couple of months.
