The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Room of the Memorial Auditorium Building
at 8:30 o'clock A.M., with the following members present.

i Item 3a
A proposed ordinance was presented amending the junk vehicle ordinance.
The City Manager stated that this ordinance will comply with the language in
state statutes. In addition to this, some of the responsibilities have been
changed in citing violators of the junk ordinance. Responsibility has been
split between the Police Department on public property, and the Public Works
Department will be responsible for enforcing the ordinance on private property.
'ORDINANCE NO. 3756
ORDINANCE AMENDING SECTION 20-41, 20-42, 20-43, 20-44, AND 20-51
AND DELETING SECTION 20-46 AND 20-47 OF THE CODE OF ORDINANCES
PROVIDING FOR A NEW DEFINITION OF "JUNKED VEHICLE", ADDING CERTAIN
EXEMPTIONS: PROVIDING FOR HEARING; PROVIDING FOR PENALTY, PROVIDING
FOR ABATEMENT OF THE NUISANCE; AND PROVIDING A PENALTY FOR THE
VIOLATION THEREOF.
Moved by Alderman Smith that Ordinance No. 3756 be passed, adding "a
solid six foot high fence" to Section 2, Paragraph (c).

A proposed ordinance was presented amending the abandoned vehicle ordinance.
The City Manager explained these provisions.
Alderman Thomas asked about notification to persons whose vehicles are
impounded. Police Chief Harrelson explained that they have been doing this for
over a year. This particular part of the ordinance is not a change from the
present procedures.

A proposed ordinance was presented regulating motor vehicle junk yards.
The City Manager explained that the purpose of this ordinance is to review
applications from those parties who may be wanting to operate a motor vehicle
junk business. With this ordinance a review commission will be set up for those
who want to have a parts business or a junk yard. With this ordinance we can
eliminate many of the junk cars in a predominately residential area.
Alderman Russell inquired if this ordinance would cover a situation if a
person claimed that numerous cars parked around the area are operative? The
City Manager noted certain features which define a junked vehicle.
The Council amended Section 1(A) to change Health Board to Health Department.
Section 9 was also changed to read "a solid fence or other similar structure",
and deleting the next phrase concerning dust.

ORDINANCE PROVIDING FOR A MOTOR VEHICLE JUNK YARD COMMISSION; REGULATING
MOTOR VEHICLE JUNK YARDS; SETTING DEFINITIONS; APPLICATION PROCEDURES
FOR LICENSING; BONDS; INSPECTION; CONSTRUCTION AND MAINTENANCE;
AMORTIZATION; LICENSE FEES; TERMINATION AND TRANSFER OF LICENSE;
REQUIRING ENCLOSURES; PROCEDURES FOR SUSPENSION OR REVOCATION OR
LICENSE; PROVIDING A PENALTY FOR THE VIOLATION THEREOF; AND CUMULATIVE
OF ALL OTHER REGULATIONS.

Item 3d
A proposed ordinance was presented creating a clean community commission.
The City Manager explained that the commission will work with public information
campaigns, clean-up campaigns, school yard programs, conducting programs in our
schools, churches, community groups, etc.
Alderman Hampton reported on a clean community seminar which he and Alderman
Russell recently attended. He stated that only twenty percent of the litter
generated comes from passenger vehicles or pedestrians. The remainder was identified
as coming from trucks, trash cans, loading and unloading, wind blowing, etc. Litter
has been reduced by 60-80 percent in some of these cities. He would recommend doing
everything possible to set up a clean community program that will go on from now
on. It is a massive undertaking. It will save an enormous amount of money. Alderman
Russell stated that it is a program by which litter is managed or controlled. One
of the things they see as mandatory is the naming of a commission whose responsibility
it is to carry out this program. It involves changing the attitude of the citizens.
The City Manager mentioned the role of a community information specialist in
this regard. Alderman Hampton stated that it is a full time job. The specialist
would coordinate private and public funding programs.

FOR THE DISCHARGE OF MEMBERS; PROVIDING FOR THE ORGANIZATION AND TERM
OF MEMBERS; PROVIDING FOR A QUORUM: PROVIDING FOR GENERAL POWERS: PRO-
VIDING FOR RULES, REGULATIONS AND BYLAWS; PROVIDING FOR FUNDING; AND
PROVIDING FOR THE DURATION OF THE COMMISSION AND A METHOD OF TERMINATION.

Item 3e
A proposed ordinance was presented appropriating funds for the creation of
and activities related to the position of Community Information Specialist.
The City Manager explained that this appropriation would be for the balance
of the fiscal year. Aldermen Hampton and Russell both stated that the appropriation
is too low. Alderman Russell stated that there would be lots of printing and
professional looking material involved. She felt this project and the post they
approved with the BCI last June in the amount of $75,000 would be very similar.
The Council agreed to this $20,000 appropriation at this time, but if other
funds are needed they can be approved later.
Alderman Smith commented that if cleanliness is observed, there is a
change in attitude in other things.

Item 3f
A proposed ordinance was presented amending the city's ordinance on weeds,
rubbish, and unsanitary matter. The City Manager explained that this ordinance
would cut down on the number of days allowed for the property to be mowed.
Following some discussion, the Council set the administrative charge at $4.00
instead of $3.00. The City Manager explained that $4.00 more nearly met our
actual costs.

ORDINANCE AMENDING SECTION 18-48 (a) OF THE CODE OF ORDINANCES,
REQUIRING A NOTICE TO BE GIVEN, RESULTS FROM FAILURE TO ABATE, AND
SETTING A SCHEDULE OF COSTS FOR ABATEMENT.
Moved by Alderman Hampton that Ordinance No. 3761 be passed.

Item 3q
A proposed ordinance was presented appropriating funds to allow for
contract mowing and/or cleaning of weed lots. The City Manager explained that
this will provide front end money necessary to implement the weed lot mowing
program.

AND OTHER TRASH; SETTING FEES; AND PROVIDING FOR EXCEPTIONS DURING
CERTAIN CLEANUP CAMPAIGNS; PROVIDING FOR RULES AND REGULATIONS; AND,
ESTABLISHING A PENALTY FOR THE VIOLATION THEREOF.

Item 4a
The City Manager presented a Dial-A-Disposer program. He stated that it would
allow the City to send out containers or dumpsters on a week-end basis only. At
least four people in a neighborhood would have to request it. It would be limited
to deposit of residential trash and debris.
Moved by Alderman Smith that the Dial-A-Disposer program be accepted.
Motion seconded by Alderman Russell, and carried unanimously.
Item 4b
The City Manager presented a Clean-Up Corps program, which will be composed
of employees from Sanitation, Streets, Inspection, Health, and Parks Divisions.
Mr. Bach stated that they will try to plug the program into other areas of the
city as they did in the downtown area. The neighborhood itself has to be involved.
The City will not do it alone. They plan to concentrate on a neighborhood by
neighborhood basis.
Moved by Alderman Hampton that the Clean-Up Corps be approved.
Motion seconded by Alderman Russell, and carried unanimously.

The Board of Aldermen went into executive session in accordance with
Article 6252-17, Section (g) of the Revised Texas Civil Statutes.
The Board of Aldermen adjourned at 9:40 A.M.
