The September meeting of the Wichita Falls Traffic Safety Commission was called
to order by Brad Altman at 1:40 p.m.
Mr. Kenneth Parker gave the invocation.
Mr. Altman welcomed Mr. Steve Sinatra to the meeting. Mr. Sinatra was filling in
for Ms. Charlan Towsley as the representative for Sheppard Air Force Base.
The financial report and minutes for the August meeting were approved as written.
The accident statistics were circulated for review. Sgt. Brad Hardin pointed out the
areas of concern for the past month. Those areas will be monitored for the upcoming
month.

City Traffic Report
John Burrus advised the commission that the traffic department has been wrapping
up projects and preparing for the new fiscal year. Mr. Burrus should have the list of
upcoming projects for a future meeting.
State Traffic Report
Mr. Tim Hertel advised that the 281 project is nearing completion. The travel lanes
have been completed and they are working on the exits and entrance ramps. Mr. Hertel
advised that the Kell project is due completion in 2003.

Item 01 -13: Radar Trailers
Mr. Darron Leiker advised that the budget items were cut from the council
request. However, there is still a possibility that a trailer can be purchased through grant
money from the police department. Item to remain open.

Item 02 -02: Spring Safety Patrol Party

Mr. John Burrus advised that traffic counts have been scheduled for more
information. However, the city engineering department advised that the area is not eligible
for widening. The main problem is that the developer failed to develop the street when the
houses were being built. Item to remain open.
Item 02 -05: Safety Patrol Trophy
Mr. Don Vann explained that the old trophy that was awarded each year is
at full capacity for the recognition labels. The commission voted to allow $200.00 for the
purchase of a new trophy for the upcoming year of awards. Commission members agreed
that at the close of the current school year, the Wichita Falls Independent School District
Administration building would be the most logical place to store the trophy for display.
The commission chairman will present the trophy to the school board for display at that
time. Item closed.

New Business
Item 02 -08: State Funding
Mr. John Burrus advised that he is working with the Texas Department of
Transportation to work up proposals that can be submitted for funding through the grants
that are available. The projects can include flashers, sidewalks, and other enhancements to
the school zones. Mrs. Bourgoin questioned if the funds could be used for the purchase of
equipment for the individual campuses for the crossing guards. Mr. Burrus will check to
determine the restrictions involved in the program. Mr. Burrus advised the proposals will
be presented to the commission at the next meeting for approval. Item to remain open.
Items of Discussion
Mr. Brad Altman reported that at the northwest corner of Midwestern
Parkway and Jacksboro, cedar trees are blocking the view of traffic. Mr. John Burrus
advised that he would have the problem resolved.
Mr. Steve Sinatra questioned the dips at 6th and Scott. Mr. Burrus advised
that the project is still pending for the completion of the work.
Mr. Ty Walker questioned if the turn lanes at Kemp and Southwest Parkway
are going to be resurfaced soon. Mr. Hertel advised the commission that the project is
scheduled for completion in October of this year.
Mayor Bill Altman and Councilor Linda Ammons presented the commission
with information from another court in the state. The request was for the city of Wichita
Falls to look at the possibility of using video detectors to prosecute traffic offenses involving
red lights. Mr. Leiker and Councilor Ammons will determine the specific laws and report
back to the meeting next month. Item to remain open.
There being no further business before the Commission, the meeting was adjourned
at 2:43 P.M.
