Smith Mark Beauchamp Davis Powell Elaine Bourgoin Brad Altman Al Sutko Kenneth Parker Clyde Williford OF OCTOBER 6, 2004 MEMBERS ABSENT: Tom Walls - excused Samuel Vaughn - unexcused Don Vann - excused Betty Tanner -Selby - excused Tim Hertel - excused Steven Young - unexcused EX- OFFICIO MEMBERS PRESENT: EX- OFFICIO MEMBERS ABSENT Jim Zillweger Councilor Linda Ammons - unexcused VISITORS Kinley Hegglund — Prosecutor — City of Wichita Falls Co Chairman Mark Beauchamp called the October meeting of the Wichita Falls Traffic Safety Commission to order at 1:35 p.m. Lt. R.W. Smith gave the invocation. The minutes for the August meeting were approved as written. The financial reports for August were approved. Co Chairman Beauchamp advised the commission that we were going to go out of order on the agenda to allow the City Prosecutor, Kinley Hegglund to address the commission regarding the parking laws which is shown as Item 04 -08: Stopping or Standing in Traffic Lane. Elaine Bourgoin advised the commission that Chairman Tim Hertel had requested the item be added due to some concerns that had been voiced to him regarding the unloading of new vehicles in front of local car dealerships. Mrs. Bourgoin had copies of the different legal statutes regarding these situations. Copies were provided to each member. Mr. Hegglund advised the commission that the way the statutes are Page 1 worded, legally any vehicle is permitted to stop or stand while loading or unloading people or merchandise. Commission members mentioned several areas where this type of situation creates a major safety hazard. Transport trucks stop in front of Patterson's Auto to unload their shipment. Where they normally stop is too close to the expressway exit that has been clearly marked to try to control the accidents that have happened in that area. Another area is where transport trucks are parking in the center turn lane on Jacksboro highway unloading new vehicles for Parnell's. Mr. Davis Powell stated that TXDOT has already painted double stripes and installed buttons to try to alleviate the problem. Mr. Hegglund advised the commission that another state law prohibits vehicles from stopping in the lane of traffic. The Police department can certainly utilize that law in case of a safety issue when traffic lanes are blocked. The commission thanked Mr. Hegglund for his input on this item. Item closed. Accident Statistics Lt. R.W. Smith reviewed the statistics for the prior month and quarter. There were several major accidents this past quarter. Most of the contributing factors were driver inattention, following too closely, and disregarding traffic control devices. City Traffic Report Mr. Mark Beauchamp reported to the commission that the department is beginning work at the main gate entrance at Sheppard Air Force Base. They are working on completing the project on Missile Rd. State Traffic Report Mr. Davis Powell reported to the commission that the overpass on Scott St. is complete. Starting construction on 287 to Clay Co. for overlay. Otherwise, it is business as usual. Unfinished Business None. New Business Item 04 -07: Appointment of Nomination Committee Co Chairman Mark Beauchamp appointed Clyde Williford, Brad Altman, and Joe Clement to serve as the nomination committee. Election of officers for 2005 will be held during the November meeting. Item to remain open. Page 2 . ` Items of Discussion Mr. Ken Parker announced that this is his last meeting. He is being transferred to El Paso. He stated that he has enjoyed serving on the commission. The commission wished Mr. Parker well and best wishes. The School Administration will assign the position to whoever takes his position. There being no further business before the Commission, the meeting was adjourned at 2:40 P.M.
