Co Chairman Mark Beauchamp called the April meeting of the Wichita Falls
Traffic Safety Commission to order at 1:38 p.m.
Lt. R.W. Smith gave the invocation.
The minutes for March were approved as written.
The financial reports for March were approved.

Co Chairman Beauchamp advised the commission that Trooper Joe Clement will be
having to leave the meeting early today, therefore, Trooper Clement will be moved up on
the agenda to discuss the Safety Patrol evaluations.
Trooper Clement advised the commission that the top 3 schools will be recognized at
the annual PTA awards ceremony. The top 3 schools are: #1 Fowler Elementary, #2 Notre
Dame Elementary, and #3 Ben Franklin Elementary. Trooper Clement also advised the
commission that plans need to be made for the annual Safety Patrol Swim Party. The
commission voted to allow Elaine Bourgoin to book reservations for the Lucy Park
Swimming Pool for May 27t ". Item to be added to the May meeting agenda.
Lt. R.W. Smith reviewed the statistics for the prior month and prior quarter. The
same areas were identified in the new statistical reports.
City Traffic Report
Mr. Mark Beauchamp reported to the commission that the project to change 8t"
Street from Scott to Brook to two -way traffic is complete and being converted over
today.
State Traffic Report
Mr. Davis Powell reported to the commission that TXDOT is changing the lanes on
U.S. 287 & 344. Mr. Powell reported that the project on Scott St. is ahead of
schedule. TXDOT will be looking at the posted speed limits on Southwest Parkway
in the near future.

New Business
Item 04 -04: Proposed Ordinance - Acceleration
Elaine Bourgoin advised the commission that City Prosecutor Kinley
Hegglund has drafted the proposed ordinance to address the problem of enforcement on
violations of squealing tires. Lt. R. W. Smith explained prior laws and proposed to add one
change to the draft. Lt. Smith recommended that the proposal be changed to include the
verbiage "and or any surface." The commission agreed with the correction and authorized
Elaine Bourgoin to arrange for the item to be submitted for the next council agenda. Item
to remain open.
Item 04 -05: Proposal for Commission Membership
Item to be held for next meeting due to tornado sirens sounding.
