Chairman Tim Hertel called the February meeting of the Wichita Falls Traffic
Safety Commission to order at 1:38 p.m.
Mr. Ty Walker gave the invocation.
The minutes for January were approved as written.
The financial reports for January were approved.
Elaine Bourgoin provided the accident statistics from Lt. R.W. Smith for review.
City Traffic Report
Mr. Mark Beauchamp reported to the commission that the project to change 8th
Street from Scott to Brook to two way traffic will begin in mid - March. His department is
still working on the stripping project throughout the city.

Mr. Tim Hertel advised the commission that he had nothing to report at this
time.

New Business
Item 04 -01: School Bus Survey
Elaine Bourgoin advised the commission that Lt. R. W. Smith could not be at
today's meeting. However, he had reported that the survey had been very successful. The
school bus drivers have noticed a difference in compliance since the officers have been on
duty. A total of 8 tickets have been written and the officers are in the 3rd week of the
program. Lt. Smith will report back to the commission at the March meeting. Item to
remain open.
Item 04 -02: Review 2003 Legislative Changes
Elaine Bourgoin provided a packet of new legislation to the Commission
members for review. The traffic related bills were highlighted for the members.
Item closed.
Items of Discussion
Mr. Jim Zillweger and Lt. Jack Daniels presented a packet of information on traffic
concerns at the base entrances. Suggestions were made to alleviate some of the traffic
congestion and changes to the traffic signs. Mr. Tim Hertel and Mr. Mark Beauchamp will
take a look at the existing signs and conditions to determine the best solution.
Elaine Bourgoin reported that the Sheriffs department was concerned with the
traffic markings at the intersection of 5th and Broad. The stripping is worn and confusing.
Mr. Mark Beauchamp will take a look at that intersection also.
There being no further business before the Commission, the meeting was
adjourned at 3:10 P.M.
