Smith Mark Beauchamp Don Vann Elaine Bourgoin Clyde Williford Bettye Tanner - Shelby Tim Turner Lem FEBRUARY 2, 2005 MEMBERS ABSENT: Tom Walls - excused Samuel Vaughn - unexcused Steven Young- unexcused Brad Altman - excused Joe Clement - unexcused Al Sutko - excused EX- OFFICIO MEMBERS PRESENT: EX- OFFICIO MEMBERS ABSENT Councilor Linda Ammons - unexcused Jim Zillweger — unexcused VISITORS Chairman Tim Hertel called the February meeting of the Wichita Falls Traffic Safety Commission to order at 1:38 p.m. Clyde Williford gave the invocation. Chairman Hertel welcomed Mr. Tim Turner with the Wichita Falls Independent School District. Mr. Turner is replacing Mr. Ken Parker as the school district's representative. Commission members introduced themselves and the departments and districts they represent. The minutes for the November meeting were approved as written. The financial reports for November were approved. Accident Statistics Lt. R.W. Smith reviewed the statistics for the prior month and quarter. Most of the contributing factors were driver inattention, following too closely, disregarding traffic Page 1 control devices, and unprotected turns (or protected /permissive). Lt. Smith provided a list of the factors listed for all accidents in 2004, which indicated a comprehensive look at areas of concern. It should be noted that the streets and highways are not major factors. Drivers have control of driving safety. City Traffic Report Mr. Mark Beauchamp reported to the commission that the department has completed work at the main gate entrance at Sheppard Air Force Base. They are currently working on their annual lighting project and maintenance of trees and shrubs causing safety hazards. Most of the landscaping maintenance is done based on public complaints. State Traffic Report Chairman Hertel advised the commission that the state is working on several projects including the installation of the sensing timers that detect traffic to enhance traffic control devices. Unfinished Business Item 04 -10: Fall Safety Patrol Skate Party Elaine Bourgoin reported to the commission that the party was again a success. The original party invitations did not reach all of the schools and the turn out was extremely low. Skate Whirl offered their facilities without any further expense to have another party to avoid any of the schools missing out on the event. The second party went well. Item closed. New Business None Items of Discussion Don Vann suggested that we have the annual swim party at the Lucy Park swimming pool again this year. Their accommodations are excellent and the safety patrol participants love it. Elaine Bourgoin will check with Parks and Recreation to determine if they will be willing to schedule us again for the same charge. There being no further business before the Commission, the meeting was adjourned at 2:45 P.M.
