Chairman Tim Hertel called the November Traffic Safety Commission to order at
1:30 p.m.
Mark Beauchamp gave the invocation.
Chairman Hertel welcomed Mr. Rick Hatcher as the new member of the
commission representing District 3. Commission members introduced themselves and
welcomed Mr. Hatcher.
The financial report and minutes for the October meeting were approved as written.
Accident Statistics
Lt. R.W. Smith presented the accident statistics. There was one fatality
accident for the month involving a taxi cab and pedestrian. Lt. Smith reviewed the
statistics and pointed out areas of concern. As usual, traffic will be working those areas.

City Traffic Report
Mr. Mark Beauchamp advised the commission that the Kell & Fairway
project has be delayed due to utility lines in the area. Mr. Beauchamp also advised the
commission that his department has been receiving requests from various schools to study
their areas for traffic problems.
State Traffic Report
Chairman Tim Hertel reported that the interconnect exchange will begin
construction next week. The project is scheduled to be completed by August. Mr. Hertel
also reported that TXDOT will be installing a flasher at Rathgeber and Armstrong to try to
alleviate some of the accidents in that area.
Unfinished Business
Item 05 -03: Safety Patrol Party Alternatives
Mr. Beauchamp reported that everything has been arranged to use
Straight Street for future events. Item closed.
Item 05 -05: Nomination Committee
Lt. R.W. Smith reported that the committee is making the
nominations of Mark Beauchamp as chairman of the commission and Clyde Williford as
the co- chairman for 2006. Item closed.
Item 05 -07: Ordinance on Mini Bikes
Lt. R.W. Smith advised the commission that the police department presented the
proposed ordinance to prohibit mini mikes with the recommendation of the commission.
Council approved the ordinance. Item closed.
Item 05 -08: Council Approval of By Laws
Elaine Bourgoin advised the commission that the bylaws will not need to be
approved by council. It is simply an administrative correction. Item closed.
New Business
Item 05 -09: Election of 2006 Officers
Mr. Mark Beauchamp was elected as chairman and Mr. Clyde Williford as co-
chairman. The vote was unanimous. Item closed.
Item 05 -10: Commission Membership
Elaine Bourgoin advised the commission that council will be appointing new
members to the commission. Mrs. Bourgoin advised members to canvas citizens that could
be interested and to put in their application with the City Clerk's office. Item closed.

Items of Discussion
Chairman Hertel read a letter from a resident asking for assistance with a traffic
concern on Riley Rd. to Dewey. The commission agreed to add the item to the next
meeting's agenda with an invitation to the resident to attend.
Lt. R. W. Smith advised that the police department is looking at the options they
have to enforce drivers to provide proof of insurance when stopped by an officer to avoid
their vehicle from being towed and impounded. No decision has been made as yet.
There being no further business before the commission, the meeting was adjourned
at 2:50 P.M.
